Dear Ladies and Gentlemen,

JSC "Nurbank" announces an open tender for the procurement of licensesEndpoint Detection and ResponseEset to protect workstations and servers, and invites potential suppliers to participate in the open tender, which will take place on December 24, 2024, at 2:30 PM at the building of JSC "Nurbank", located at 10A Abay Ave, Room 310, Almaty.

 

Document submission deadline: December 23, 2024, 12:00 PM, at:10A Abay Ave, Office No. 204, Almaty

 

The tender is open to legal entities (potential service providers) that meet the following requirements by the time of the tender:

- possess professional competence and experience, and have the necessary financial, material, and labor resources to fulfill obligations according to the service contract;

- have no claims from JSC "Nurbank" regarding previously signed contracts;

- be financially solvent, not subject to liquidation, have no assets seized, and not have financial and economic activities suspended as per the laws of the Republic of Kazakhstan;

- fulfill tax and other mandatory payments to the budget at the time of tender application submission and contract signing;

- provide documentary confirmation from a distributor for the right to sellvulnerability scanner licenses and provide technical support in the Republic of Kazakhstan.

 

Technical specifications and software product descriptions are detailed in Appendix No. 5.

 

Criteria for evaluating tender bids:

- compliance of potential supplier with the above requirements;

- compliance of tender bid with the technical specifications of tender documents;

- offered price;

- payment conditions;

- delivery times for licenses.

 

For participation in the tender, the following document packages are required:

Package 1: Legal documentation

1) tender participation application;

2) copies of founding documents, registration certificates of the legal entity (Charter, VAT registration certificate);

3) copies of licenses (original for verification) for conducting state-licensed activities (if applicable to the purchased goods/services);

4) copy of authorized representative's identity document—supplier's representative;

5) power of attorney from the supplier to the authorized person for tender participation.

 

Package 2: Financial documentation

1)price offers for 1 year;

2) original bank certificate confirming the applicant's bank details, absence of overdue debts;

3) copies of financial statements of legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped when available;

4) original tax authority certificate at the supplier's registration location confirming no tax debts;

5) information on material and technical resources availability;

6) confirmation of agreement to settle accounts through a bank account at JSC "Nurbank" according to the contract.

 

Package 3: Other documentation

1) technical specifications, delivery conditions, timelines.

2) For potential suppliers, availability of authorization letter from the manufacturer:

- with documents confirming the right to distribute and provide warranty servicesfor user identification and authentication systems,

- with documents confirming the right to distribute licensed software/provide technical support in the Republic of Kazakhstan.

3) Availability of a service center or service partner for warranty service in Almaty or regions (provide name, address, and contact information).

4) Potential supplier must have been in the market for at least 2 years.

5) The delivery must be carried out in full at the client's address.

6) Potential supplier bears all costs related to preparing and submitting their tender bid, while the Bank and the tender commission are not liable for these costs regardless of the tender's conduct and outcome.

 

We note that the Bank's Tender Commission reserves the right not to disclose information related to the review, evaluation, and comparison of tender bids to potential suppliers or any unauthorized person.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to the suppliers who submitted bids, specifying the cancellation or rescheduling with a new date.

A potential supplier may amend or withdraw their bid before the final submission deadline.

The tender will be conducted with or without the participation of the authorized person of the potential service supplier.
