JSC "Nurbank" announces an open tender for the procurement of the following services/works for implementation:
- integration layer between the Digital Tenge platform and the Bank's IS, as well as
- an automated workplace for the Bank's employee managing the Digital Tenge account,
in accordance with the requirements set out in appendices 2 and 3 to this announcement.
We invite potential suppliers to participate in the tender, which will take place at the address: Almaty, Abay Ave. 10 "B", 3rd floor, office 310.
Tender type: open;
Date and start time: at 14:30 on October 10, 2024.
Proposal submission deadline: 12:00 on October 7, 2024.
Legal entities (potential service suppliers) are eligible to participate in the tender, who at the time of the tender must meet the requirements specified in appendices 1 and 2 to this announcement.
Criteria for evaluating tender applications:
- compliance of the potential supplier with the above requirements;
- compliance of the tender application with technical specifications/requirements;
- proposed price;
- payment conditions.
For participation in the tender, the following document packages must be provided:
Package 1: Legal Documentation
1) application for participation in the Tender in the form established by appendix 4;
2) copies of founding documents, certificate or statement of registration/re-registration of a legal entity or certificate of registration of an individual entrepreneur/notification of the start of activity as an individual entrepreneur;
3) copies of permits (original for verification if permits are issued in physical form) for certain activities (if the activity requires obtaining a permit) or a copy of the extract from the state electronic register of permits and notifications regarding the notification submitted by the Applicant (if the activity requires notification);
4) original bank statement confirming the Applicant’s banking details, absence of overdue liabilities before the bank, and absence of restrictions on the disposal of funds;
5) decision of the authorized body of the legal entity on the election (appointment) of the executive body (leader), notarized copy of the document.
Package 2: Financial Documentation
6) copy of the financial report for the last reporting period for legal entities, certified by the seal of the legal entity; tax declarations for persons conducting individual or entrepreneurial activities;
7) original certificate from the Tax Committee at the place of registration of the Applicant on the absence of tax arrears;
8) original or copies of recommendations and reviews from legal entities/individual entrepreneurs who previously cooperated with the Applicant, containing assessments and characteristics of cooperation experience including timeliness, completeness of obligations, etc. (if available);
9) information on the registration of the Applicant on the electronic trading platform (if available);
10) information on the availability of material and technical base (if necessary);
11) copies of identity documents of the authorized person – representative of the Applicant;
12) power of attorney from the Applicant to the authorized person for participation in the Tender;
13) price proposals;
14) copies of Corporate Income Tax declarations for the 2 (two) years preceding the Tender. If losses are recorded in tax accounting for the previous two years, the participant must provide justification for the price of the proposed goods/services (for procurement related to international business transactions);
15) other documents in accordance with the decision of the Tender Commission.

We note that the Bank's Tender Commission is entitled not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service suppliers or any other person not officially involved in the consideration, evaluation, and comparison of tender applications.
JSC "Nurbank" reserves the right to cancel or postpone the tender by sending a written (electronic) notice to potential suppliers who submitted tender applications about the cancellation or postponement of the tender with indication of the new date.
A potential supplier has the right to amend or withdraw its application before the expiry of the final deadline for tender applications submission.
The tender will be conducted with the participation of an authorized representative of the potential service supplier or without if the authorized representative does not participate in the tender.
The final deadline for submission of tender documentation is 12:00 on October 7, 2024. Documents must be submitted in a sealed envelope (with contact details on the envelope) to the Bank's office located at Almaty, Abay Ave. 10 "B", office 204.
