JSC 'Nurbank' announces an open tender for the procurement of a CRM system, automation services for the process of collecting overdue and problematic loans, and invites potential suppliers to participate in the tender, which will be held on 22.08.2024 at 14:30 in the Head Office building of JSC 'Nurbank' at the address: Almaty, Abay Ave., 10'B', 3rd floor, room 310 (large conference hall).

Legal entities (potential service providers) eligible to participate in the tender must meet the requirements specified in Attachment #1 Functional and Technical Requirements at the time of the tender.
Criteria for evaluating tender bids:
- No significant claims from JSC 'Nurbank' on previously concluded contracts;
- Experience in software development and implementation, process automation in second-tier banks of the Republic of Kazakhstan;
- Capability to refine the implemented software to meet customer requirements;
- Possess necessary financial, material, and labor resources to fulfill contractual obligations;
- Positive feedback from clients of the implemented systems;
- Ability to provide technical support and consultation services within the Republic of Kazakhstan no later than 5 business days after a service request is submitted;
- Fulfill tax and other mandatory payment obligations at the application submission and contract signing stages.
To participate in the tender, the following document packages must be submitted:
1st Package: Legal Documentation
1) application for tender participation in the prescribed form, as per the attachment, in Kazakh/Russian languages;
2) copies of founding documents, registration certificates or re-registration, or individual entrepreneur registration certificate;
3) copies of permits (original for verification if issued on paper) for the specific activities (if activities require permits) or a copy of the notification acknowledgment from the governing body (if activities require registration);
4) copies of identity documents of the authorized representative of the Applicant;
5) power of attorney from the Applicant authorizing participation in the Tender.
2nd Package: Financial Documentation
1) pricing proposals;
2) completed legal entity questionnaires according to internal control rules to counter money laundering and terrorism financing at JSC 'Nurbank';
3) originals of bank certificates confirming Applicant's bank details, absence of overdue debts, and no restrictions on fund management;
4) copies of financial statements for the last accounting period for legal entities, stamped by the legal entity, and tax declarations for entrepreneurs;
5) original tax clearance certificate from the Tax Committee at the place of Applicant's registration confirming no tax arrears;
6) original or copies of recommendations and feedback from legal entities/entrepreneurs previously cooperating with the Applicant, including performance assessments (if available);
7) information on material and technical resources (if necessary);
8) registration data on ETP (if available);
9) copies of Corporate Income Tax Declarations for 2 years preceding the Tender. In case of tax losses, a justification of the proposed price must be provided.
3rd Package: Other Documentation
1) information on the number of certified specialists (copies of certificates);
2) commitment to implement software fully and simultaneously at the Customer's address;
3) other documents, at the discretion of the potential supplier.
The Potential Supplier bears all costs associated with the preparation and submission of their tender proposal, and the Bank and the tender committee do not bear any responsibility for these expenses, regardless of the outcome of the tender.
We highlight that the Tender Commission of JSC 'Nurbank' reserves the right not to disclose information regarding the review, evaluation, and comparison of tender proposals to potential service providers or anyone not formally involved in the evaluation process.
JSC 'Nurbank' reserves the right to cancel or postpone the tender with written notice to potential suppliers who submitted tender proposals, specifying the new tender date.
The potential supplier has the right to modify or withdraw their application before the final submission deadline.
The tender will be held with or without the participation of the authorized representative of the potential service supplier.
