Selection Criteria

Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of unarmed physical security services and monitoring of collateral properties for the Bank's problematic loans and invites potential suppliers to participate in the tender, which will be held at the address below. In case of inability to be physically present - via "SKYPE" software:

Type of tender: open;

Start of bidding: at 14:30 on May 30, 2024.

Proposal submission until: 17:00 on May 28, 2024, at the address: Almaty, Abay ave., 10 "B", office 204 (administration).

LIST OF LOTS:

Lot 1: unarmed round-the-clock physical security of a production base with a total area of 3,096.6 sq.m. with a land plot of 1.6142 hectares, located at the address: Astana, Saryarka district, M. Dulatova street, 191.

Number of security posts - 1 (one).

 

Lot 2: monitoring of a residential building with a total area of 578.10 sq.m. with a land plot of 0.10 hectares, located at the address: Almaty, Kekilbayuly street, 181 (formerly Kablukova, 181).

Monitoring of the object is carried out 6 times a day, 7 days a week (4 times from 08:00 to 20:00 and 2 times from 20:00 to 08:00).

 

Lot 3: unarmed round-the-clock physical security of an oil depot with an adjoining land plot of 5.0535 hectares, located at the address: Akmola region, Astrakhan district, Zhalthyr village.

Number of security posts - 2 (two).

 

Lot 4: unarmed round-the-clock physical security of a non-residential building with a total area of 2,180.8 sq.m. with a land plot of 0.3494 hectares, located at the address: Almaty region, Talgar district, Belbulak S/O, 167 "A".

 

Main requirements for suppliers:

1. Possess the necessary financial, material, and human resources to fulfill obligations under the contract.

2. Be solvent, not subject to liquidation, have no property under arrest, and not have financial activities suspended in accordance with the legislation of the Republic of Kazakhstan.

3. Absence of tax arrears as of the introduction of the state of emergency in Kazakhstan, impacting subsequent business operations of the company.

4. Absence of significant claims from JSC "Nurbank" regarding previously concluded contracts.

5. Possession of a state license for providing physical security services on the territory of the Republic of Kazakhstan.

6. Availability of uniforms and special equipment for security guards.

7. Presence of a branch network in the regions of Kazakhstan (desirable).

8. Legal entity.

9. A minimum of 2 years of experience in the market for potential suppliers.

10. The company must be registered in the Republic of Kazakhstan.

11. Supplier's consent for monthly payment based on the fact of service provision.

 

The potential supplier has the right to participate in the tender for one or more lots.

The company (-ies), with which a contract will be concluded, will be liable for damages caused to the customer's material goods, property, and funds, inflicted (including but not limited to) by theft, robbery, or assault, as well as damage to the customer's material goods and property committed by third parties by breaking into security objects and premises, locks, windows, showcases, and enclosures, in other ways, including the fault of security staff directly securing the objects. The contractor shall fully compensate the customer for the damage caused within the timeframe specified by the contract.

 

To participate in the tender, the following documents must be provided:

Legal documentation:

1) an application to participate in the tender in the prescribed form, according to Appendix 1 to this letter in Kazakh/Russian languages;

2) copies of the founding documents, registration/re-registration certificate of a legal entity (Charter, VAT registration certificate);

3) copies of the license (original for verification) for conducting certain types of state-licensed activities;

4) a copy of the identity document of the authorized person - the supplier's representative;

5) supplier's power of attorney to the authorized person for participation in the Tender;

6) notarized copy of the decision of the legal entity's authorized body on the appointment (election) of the executive body (manager).

Financial documentation:

1) price proposals;

2) original bank certificate confirming the applicant's banking details, the absence of overdue liabilities to the bank;

3) copies of the financial statements for one year, certified by the legal entity's seal;

4) original certificate from the Tax Committee at the supplier's place of registration or electronic statement regarding the presence/absence of tax debts;

5) copies of recommendations and reviews from legal entities/individual entrepreneurs who previously cooperated with the supplier, containing assessments and characteristics of the cooperation experience including timeliness, completeness of obligations, and more (if available);

6) copies of Corporate Income Tax Declarations for the 2 (two) years preceding the Tender. If there are losses in the tax accounting for the two previous years, the participant must justify the proposed price of goods/services (for purchases which subsequently constitute an international business transaction);

7) confirmation of consent to conduct mutual settlements under the Contract through a bank account opened with JSC "Nurbank". In case of refusal of the supplier to open an account, a corresponding letter must be provided.

 

The Potential Supplier shall bear all costs associated with the preparation and submission of their tender application, and the Bank and tender commission are not responsible and do not bear obligations for these costs, regardless of the nature and results of the tender.

We would like to point out that JSC "Nurbank" has the right to cancel or postpone the tender by notifying potential suppliers who have submitted tender applications in writing about the cancellation or postponement of the tender with an indication of the new date.

The potential supplier has the right to alter or withdraw their application before the deadline for submitting tender applications.

The tender will be held with the participation of the authorized person of the potential service provider or without such if the authorized person does not participate in the tender.

The final deadline for submitting tender documentation is 12:00 on May 29, 2024. Documents should be submitted in a sealed envelope (with contact details on the envelope) to the Bank's administration at the address Almaty,Abay Ave. 10 "B", office 204.
