Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of the SOAR system and invites potential suppliers to participate in the open tender, which will be held on February 29, 2024 at the building of JSC "Nurbank", located at: 10 "V" Abai Ave., Almaty, office No. 310.

Eligible for the tender are legal entities (potential service providers) who by the time of the tender must meet the following requirements:

• possess professional competence and work experience, have the necessary financial, material, and labor resources to fulfill obligations under the service contract;

• have no claims from JSC "Nurbank" on previously concluded contracts;
• be solvent, not subject to liquidation, with no arrest on assets, and no suspension of financial-economic activities under the legislation of the Republic of Kazakhstan;
• fulfill tax and other mandatory payment obligations to the budget at the time of application and contract signing;

• documentary evidence from a distributor for the right to sell vulnerability scanner licenses and provide technical support within the Republic of Kazakhstan.

Technical specifications and product descriptions are provided in Appendix No. 5.

Criteria for evaluating tender proposals:

• compliance of the potential supplier with the above requirements;
• compliance of the tender proposal with the technical specifications of the tender documentation;
• offered price;
• payment terms;
• delivery timelines for equipment.

To participate in the tender, the following document packages must be provided:
Package 1: Legal Documentation
1) application for participation in the tender;
2) copies of founding documents, registration/re-registration certificate of the legal entity (Charter, VAT registration certificate);

• copies of licenses (original for verification) for specific licensed activities (if the activities related to procurement are subject to licensing);

4) copy of the identity document of the supplier's representative;
5) power of attorney from the supplier to the authorized representative to participate in the Tender;

Package 2: Financial Documentation
1) price offer for 1 year;
2) original bank statement confirming the applicant's banking details and absence of overdue debts to the bank;
3) copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;
4) original tax committee certificate at the supplier's registration location confirming no tax debt;
5) information on the availability of material and technical facilities;
6) confirmation of agreement to settle payments via a bank account at JSC "Nurbank" when supplying under the Contract.

Package 3: Other Documentation
1) technical specifications, delivery conditions, timelines.
2) For potential suppliers, the availability of an authorization letter from manufacturing companies:

• with documents confirming the right to distribute and provide warranty service for the user identification and authentication system upon system entry,
• with documents confirming the right to distribute licensed software/provide technical support within the Republic of Kazakhstan.

3) Presence of a service center or service partner for the warranty service of supplied equipment in Almaty or regions to which the SOAR system is supplied (provide information with name, address, contact details).

• Equipment must be supplied from a serially manufactured line, factory-tested. Assembly includes all components specified by the task.
• The potential supplier must have been operating in the market for at least 2 years.
• The supply must be made simultaneously and in full at the customer's address.
• The Potential Supplier bears all costs related to the preparation and submission of their tender application, and the Bank and the tender commission do not answer or have obligations for these costs, regardless of the nature of the tender conduct and results.

Please note that the Bank's Tender Commission has the right not to disclose information related to the review, evaluation, and comparison of tender proposals to potential service suppliers or any other person not officially involved in the review, evaluation, and comparison of tender proposals.
JSC "Nurbank" reserves the right to cancel or postpone the tender, notifying potential suppliers who submitted tender applications, of cancellation or postponement with a new date.
A potential supplier has the right to change or withdraw their application before the final submission deadline for tender applications.
The tender will be conducted with the participation of an authorized representative of the potential service provider or without such if the authorized representative will not participate in the tender.
