Ladies and gentlemen!
JSC "Nurbank" announces an open tender for the procurement of services for correspondence, parcel, and cargo delivery across the cities of the Republic of Kazakhstan (including remote villages), internationally, and within the city for JSC "Nurbank" and invites potential suppliers to participate in the tender.
Tender type: open.
Start of bidding: "15" February 2024 at 14:00 hours, at the address: Almaty, Abay Avenue 10 "B".
End of bidding: "15" February 2024 at 16:00 hours, at the address: Almaty, Abay Avenue 10 "B".
Submission of proposals until: "14" February 2024 at 12:00 hours, at the address: Almaty, Abay Avenue 10 "B", office 204 in the Chancellery.
Legal entities (potential service providers) are admitted to the tender, who by the date of the tender must meet the following requirements:
- fulfill their obligations to pay taxes and other mandatory budget payments at the time of application for participation in the tender and at the time of signing the procurement contract;
- payment terms: in the month following the month in which services were provided;
- delivery upon agreement with the Customer, pick up shipments intended for transportation according to the "door-to-door" principle:
- within the city;
- throughout the Republic of Kazakhstan;
- to the CIS countries and beyond.
- provision of additional complimentary (free) services for the Customer:
- free courier call;
- provision of specialized packaging (paper, polyethylene, air bags) on a free basis;
- provision of floor scales for measuring actual and dimensional weights of shipments on a free basis.
- providing the necessary information to the Customer about the delivery time of correspondence for free by phone;
- providing confirmation of correspondence delivery (original notification) at the Customer's request free of charge;
- guaranteed delivery times in days (express up to 2 calendar days, economy up to 5 calendar days);
- having own representation in the cities of Kazakhstan;
- sending a courier again upon additional request if urgent document dispatch is required (on a complimentary basis);
- experience in the postal and courier services market for at least one year.
Technical specifications and selection criteria for the procurement of postal and courier services are provided in Appendices 1 and 2 to this announcement.
Tender application evaluation criteria:
- compliance of the potential supplier with the above requirements;
To participate in the tender, the following document packages must be submitted:
1 package: Legal documentation
1) application for participation in the tender in the prescribed form, according to Appendix 3 to this announcement;
2) copies of constituent documents, certificate of registration/re-registration of a legal entity (Charter, registration certificate for VAT purposes);
3) copy of the identity document of the authorized representative of the supplier;
4) supplier's power of attorney to the authorized person for participation in the Tender.
2 package: Financial documentation:
1) original certificate from the servicing bank confirming the applicant's banking details, absence of overdue debts to the bank;
2) copies of financial statements for one year for legal entities, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by the seal if available;
3) original certificate from the Tax Committee at the supplier's registration place about the absence of tax payment arrears;
4) copies of recommendations and reviews from legal entities/individual entrepreneurs who previously cooperated with the supplier, containing assessments and characteristics of cooperation experience including timeliness, fulfillment completeness obligations, etc. (if available);
5) price (commercial) offer;
6) copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. If there are losses in the tax accounting for the previous two years, the participant must provide a justification of the price for the proposed goods / services (for procurement of goods/works/services that subsequently become the subject of an international business transaction).
3 package: Other documentation
1) letter about the presence ofown representation in the cities of Kazakhstan (provide information with address and contact details).
The potential Supplier bears all costs associated with the preparation and submission of their tender application, and the Bank and the tender committee do not assume obligations for these expenses, regardless of the nature and results of the tender.
Furthermore, the Bank's Tender Committee reserves the right not to disclose information concerning the review, evaluation, and comparison of tender applications to potential service suppliers or any other person not officially involved in the review, evaluation, and comparison of tender applications.
JSC "Nurbank" reserves the right to cancel or postpone the tender by written notification of potential suppliers who submitted tender applications, about the cancellation or postponement with the new date of the event.
A potential supplier has the right to amend or withdraw their application before the expiry of the final submission deadline.
Tender will be held with the participation of the authorized representative of the potential service supplier or without one, if the authorized representative does not participate in the tender.
Final submission deadline for tender documentation is 12:00 hours "14" February 2024 at the address: Almaty, Abay Ave., building 10 "B", office 204.
Tender documentation must be submitted in a sealed envelope with contact information indicated on the envelope.
