Dear Ladies and Gentlemen!
JSC "Nurbank" announces an open tender for the procurement of an email threat protection system and invites potential suppliers to participate in the open tender to be held on February 8, 2024 at the JSC "Nurbank" building, located at Almaty, Abay Avenue, 10 "B", office No. 310.
Document submission deadline: 07-02-2024 12:00 at the address: Almaty, Abay Avenue, 10 "B", office, room No. 204.
Legal entities (potential service providers) that meet the following requirements by the time of the tender are eligible to participate:
- possess professional competence and experience, and have the necessary financial, material and human resources to fulfill obligations under the service agreement;
- do not have claims from JSC "Nurbank" on previously concluded contracts;
- are solvent, not subject to liquidation, do not have their assets confiscated, and their financial and economic activities are not suspended in accordance with the legislation of the Republic of Kazakhstan;
- fulfill their obligations to pay taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of concluding the service agreement;
- have documented confirmation from the distributor for the right to sell email threat protection system licenses and provide technical support in the Republic of Kazakhstan.
The technical specification and description of software products are provided in Appendix No. 5.
Tender application evaluation criteria:
- compliance of the potential supplier with the above requirements;
- compliance of the tender application with the technical specifications of the tender documentation;
- proposed price;
- payment terms;
- delivery time.
The following document packages are required for tender participation:
Package 1: Legal Documentation
1) tender participation application;
2) copies of founding documents, certificate of registration/re-registration of a legal entity (Charter, certificate of VAT registration);
3) copies of licenses (original for verification) for conducting state-licensed activities (if activities related to the procured goods/services are subject to licensing);
4) copy of the identity document of the authorized representative of the supplier;
5) supplier's power of attorney for the authorized person to participate in the Tender.
Package 2: Financial Documentation
1) price proposal for 12 and 22 months;
2) original bank statement confirming the applicant's bank details and absence of overdue debts with the bank;
3) copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by seal if available;
4) original certificate from the Tax Committee at the supplier's registration location confirming no tax arrears;
5) information on the availability of material and technical base;
6) confirmation of the agreement to conduct mutual settlements for delivery under the Contract through a bank account in JSC "Nurbank".
Package 3: Other Documentation
1) technical specifications, delivery conditions, dates.
2) Authorization letter from manufacturer companies for potential suppliers:
- with supporting documents for the right to distribute and provide warranty service for the email threat protection system,
- with supporting documents for the right to distribute licensed software/provide technical support in the Republic of Kazakhstan.
3) Availability of a service center or service partner for warranty service of delivered equipment in Almaty or in regions where the email threat protection system is supplied (provide information with name, address, contact details).
4) Equipment must be supplied from a serially manufactured line, tested at the manufacturer's factories. All components specified in the assignment are included in the assembly.
5) The potential supplier's market presence must be at least 2 years.
6) Delivery must be made in a single and full volume according to the Customer's address.
7) The potential Supplier bears all expenses related to the preparation and submission of their tender application, and the Bank and the tender committee do not answer or bear obligations for these expenses, regardless of the nature of the conduct and results of the tender.
Please note, the Bank’s Tender Commission reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.
JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who have submitted tender applications about the cancellation or postponement indicating the new date.
A potential supplier has the right to amend or withdraw their application before the expiration of the final tender application submission deadline.
The tender will be conducted with the participation of an authorized person of the potential service provider or without such, if the authorized person will not participate in the tender.
