Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of an event monitoring and analytics system for information security and invites potential suppliers to participate in the open tender, which will be held on December 7, 2023, at the building of JSC "Nurbank," located at 10 "B" Abay Ave., Almaty, office No. 310.

Document submission deadline: 06-12-2023 12:00 noon, at 10 "B" Abay Ave., Almaty, clerk's office, room No. 204.
Legal entities (potential service providers) are eligible to participate in the tender, provided they meet the following criteria by the time of the tender:

• possess professional competence and experience, and have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service contract;
• have no claims from JSC "Nurbank" regarding previously concluded contracts;
• be solvent, not subject to liquidation, have no assets under arrest, and the financial and economic activities should not be suspended in accordance with the legislation of the Republic of Kazakhstan;
• fulfill tax obligations and other mandatory payments to the budget by the time of application for participation in the tender and at the time of signing the service contract;
• documentary confirmation from the distributor of the right to sell vulnerability scanner licenses and provide technical support in the Republic of Kazakhstan.

The technical specification, list of trigger events, and description of software products are provided in Appendix No. 5.

Tender application evaluation criteria:

• compliance of the potential supplier with the above requirements;
• compatibility of the tender application with the technical specifications of the tender documentation;
• offered price;
• payment terms;
• delivery timelines of equipment.

To participate in the tender, the following document packages must be provided:
Package 1: Legal documentation
1) application for participation in the tender;
2) copies of foundational documents, certificate of registration/re-registration of a legal entity (Charter, VAT registration certificate);
3) copies of licenses (original for verification) for conducting certain state-licensed activities (if the activities for purchased goods/works/services are subject to licensing);
4) a copy of the identity document of the authorized representative of the supplier;
5) power of attorney from the supplier to the authorized representative for participation in the Tender.

Package 2: Financial documentation
1) price proposal for 1 year;
2) original reference from the servicing bank confirming account details and no overdue debts before the bank;
3) copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;
4) original reference from the Tax Committee at the supplier's registration location on the absence of tax debts;
5) information on the availability of material and technical base;
6) confirmation of consent to conduct settlements under the Contract through a bank account with JSC "Nurbank."

Package 3: Other documentation
1) technical specifications, delivery conditions, terms.
2) For potential suppliers, the existence of an authorization letter from the manufacturer companies:

• with supporting documents for the distribution and warranty servicing of the user identification and authentication system upon system entry,
• with supporting documents for distributing licensed software/support services in the territory of the Republic of Kazakhstan.

3) The presence of a service center or service partner for warranty service of delivered equipment in Almaty or regions where the information security event monitoring and analytics system is supplied. Provide information specifying the name, address, and contact details.
4) Equipment must come from a serial production line, tested at the manufacturer's factories. All components specified in the assignment are included in the assembly.
5) The potential supplier must have operated in the market for at least 2 years.
6) Delivery must be completed in one instance and in full at the Customer's address.
7) The Potential Supplier is responsible for all expenses associated with the preparation and submission of their tender application, and the Bank and tender committee are not responsible or liable for these expenses, regardless of the nature of the tender proceedings and outcomes.

We note that the Bank's Tender Committee reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other party not officially involved in the review, evaluation, and comparison of tender applications. JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications, indicating the cancellation or postponement with the announcement of a new date.
The potential supplier has the right to modify or withdraw their application before the final deadline for submitting tender applications. The tender will be conducted with or without the participation of the authorized representative of the potential service provider if the authorized representative does not participate in the tender.
