Selection Criteria

JSC "Nurbank" announces an open tender for the development of the information system "Credit Conveyor for the Credit Application Process on SME Products" and invites participation in the tender, which will be held at: 10a Abai Ave, 3rd floor, office 310.

Type of tender: open, without guarantee deposit;

Start of bidding: at 14:30, November 23, 2023.

Proposals collection until: 12:00, November 20, 2023.

 

Legal entities (potential service providers) are allowed to participate in the tender, who by the time of the tender should meet the requirements specified in Appendix 1 (Tech Requirements for the Credit Conveyor).

 

Evaluation criteria for tender applications:

- compliance of the potential supplier with the above requirements;

- compliance of the tender application with technical specifications;

- proposed price;

- payment conditions.

 

Documents required for participation in the tender:

Package 1: Legal documentation

1) application to participate in the Tender in the form prescribed by Appendix 2 (for open Tender);

2) copies of incorporation documents, certificate or notice of registration/re-registration of a legal entity or certificate of registration of an individual entrepreneur;

3) copies of permit (original for verification if issued on paper) for conducting specific activities (if the activity for procured goods/works/services requires obtaining a permit) or a copy issued by the state authority accepting the notification from the Supplier (if the activity for procured goods/works/services requires notification);

4) copies of the identity document of the authorized representative of the Supplier;

5) power of attorney from the Supplier to the authorized person to participate in the Tender.

 

Package 2: Financial documentation

1) original certificate from the service bank, confirming Supplier's bank details, absence of overdue debts to the bank, and no restrictions on fund management;

2) copies of financial statements for the last reporting period for legal entities, sealed by the legal entity, tax declarations for individuals engaged in entrepreneurial activities;

3) original certificate from the Tax Committee at the Supplier's place of registration on the absence of tax arrears;

4) original or copies of recommendations and reviews from legal entities/individual entrepreneurs that previously collaborated with the Supplier, containing assessments of cooperation experience including timeliness, completeness of obligations, and more (if available);

5) information on Supplier's registration on the electronic trading platform (if available);

6) information on the availability of material and technical resources (if necessary);

7) price proposals valid for at least 3 months;

8) copies of Corporate Income Tax Returns for the two years preceding the Tender. If there are losses in the tax accounting for the previous two years, the participant must provide justification for the proposed goods/services prices (for purchases related to international business operations);

9) other documents in accordance with the Tender Commission's decision.

 

Please note that the Bank's Tender Commission reserves the right not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the evaluation process.

JSC "Nurbank" reserves the right to cancel or postpone the tender by notifying (electronically) potential suppliers who submitted applications about the cancellation of the tender or rescheduling, indicating the new date.

Potential suppliers have the right to amend or withdraw their application before the final deadline for submitting tender documentation.

The tender will be conducted with the participation of the authorized representative of the potential service provider or without such, if the authorized representative does not participate in the tender.

 

Deadline for submission of tender documentation is 12:00 on November 20, 2023. Documents are to be submitted in a sealed envelope (indicating contact details on the envelope) to the Bank's administration office, located at: Almaty, 10A Abai Ave, office 204.
