JSC 'Nurbank' announces an open tender for the procurement of vulnerability scanner licenses, and invites potential suppliers to participate in the open tender, which will be held on November 16, 2023 at JSC 'Nurbank', located at: Almaty, Abay Avenue, 10 'B', office No. 310.
Document submission deadline: 15-11-2023 by 12:00, at the address: Almaty, Abay Avenue, 10 'B', office No. 204
Legal entities (potential service providers) are eligible for the tender, provided they meet the following requirements at the time of the tender:
- possess professional competence and experience, and have the necessary financial, material, and labor resources to fulfill obligations according to the service agreement;
- have no claims from JSC 'Nurbank' under previously concluded agreements;
- be solvent, not subject to liquidation, with no asset seizures, and their financial and economic activities are not suspended under the legislation of the Republic of Kazakhstan;
- fulfill their tax and mandatory budget payment obligations at the time of the tender application and service agreement conclusion;
- provide documentary evidence from the distributor authorizing the sale of vulnerability scanner licenses and technical support within the Republic of Kazakhstan.
Technical specifications and software product descriptions are provided in Appendix No. 5.
Criteria for evaluating tender applications:
- compliance of the potential supplier with the requirements above;
- compliance of the tender application with the technical specifications of the tender documentation;
- proposed price;
- payment terms;
- delivery times for the licenses.
For tender participation, provide the following document packages:
Package 1: Legal Documentation
1) tender participation application;
2) notarized copies of the founding documents, registration/re-registration certificate of the legal entity (Articles of Association, VAT registration certificate);
3) copies of the license (original for verification) for any state-licensed activities (if applicable to the goods/services);
4) notarized copy of the identity document of the authorized representative of the supplier;
5) supplier's authorization letter to the authorized person for tender participation;
Package 2: Financial Documentation
1) price proposals (for 1, 3 years);
2) original bank reference confirming the applicant's banking details, and absence of overdue debts to the bank;
3) copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if applicable;
4) original tax committee certificate confirming no tax debts at the supplier's registration location;
5) information on material and technical facilities;
6) confirmation of agreement on mutual settlements through the bank account in JSC 'Nurbank'.
Package 3: Other Documentation
1) technical specifications, delivery terms, deadlines.
2) For potential suppliers, availability of a manufacturer's authorization letter:
- with documents confirming the right to distribute and provide warranty service for user identification and authentication systems upon login,
- with documents confirming the right to distribute licensed software/ provide technical support within the Republic of Kazakhstan.
3) Availability of a service center or partner for warranty service of supplied equipment in Almaty or regions to which the hardware-software complex is supplied (provide information with name, address, contact details).
4) Equipment must be supplied from a mass-produced line, tested at the manufacturer's plants. All specified components as per the assignment must be included in the assembly.
5) A potential supplier must have operated in the market for at least 2 years.
6) Delivery must be made in a single full shipment to the Customer's address.
7) Potential suppliers bear all costs associated with preparing and submitting their tender application, while the Bank and the tender commission bear no responsibility or liability for these expenses, regardless of the conduct or outcome of the tender.
The Bank's Tender Commission reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other individuals not officially involved in this process.
JSC 'Nurbank' reserves the right to cancel or postpone the tender, providing written notice to potential suppliers who submitted tender applications, indicating the cancellation or the new date of the tender.
Potential suppliers have the right to modify or withdraw their application before the deadline for submitting tender applications.
The tender will be conducted with the participation of an authorized representative of the potential service provider or without, if the representative does not attend the tender.
