Selection Criteria

JSC "Nurbank" announces an open tender for the supply of cash handling equipment for the branches of JSC "Nurbank" and invites potential suppliers to participate in the tender, which will take place on 09.11.2023 at 14:30 at the Head Office building of JSC "Nurbank" at the address: Almaty, Abay Ave, 10"B", 3rd floor, room 310 (main conference hall).

Total 1 Lot in the quantity of 29 units:

Lot №1 — Two-pocket banknote counter with banknote aging function, quantity: 29 units.

Provision of equipment for testing: from 09.10.2023 to 18.10.2023 at address Zheltoksan St., 173.

Total 2 Lots in the quantity of 37 units:

Lot №2 — Two-pocket banknote counter for operation cash desks, quantity: 37 units.

Total 5 Lots in the quantity of 6 units:

Lot №5 — Two-pocket vacuum packer, quantity: 6 units.

Provision of equipment for testing: from 09.10.2023 to 18.10.2023 at address Zheltoksan St., 173.

Potential suppliers eligible for the tender are those who meet the criteria outlined in the file "Annex 3_selection criteria" and who have provided equipment for testing. The technical specifications of the purchased equipment are provided in the file "Annex 4_tech. specifications".

 

To participate in the tender, the following documentation package must be submitted:

Package 1: Legal documentation

1) Application for participation in the tender in the prescribed form, according to the annex to this letter in Kazakh/Russian languages;

2) Notarized copies of the founding documents, certificate or statement of registration/re-registration of a legal entity or certificate of registration of an individual entrepreneur;

3) Copies of permits (original for verification in case the permit is issued on paper) for conducting certain activities (if the activity requires a permit) or a copy of an extract from the state electronic register of permits and notifications sent by the Applicant (if the activity requires notification);

4) Notarized copy of personal identification of the authorized person - representative of the Applicant;

5) Power of Attorney from the Applicant to the authorized person for participation in the Tender.

 

Package 2: Financial documentation

1) Pricing proposals;

2) Completed legal entity questionnaires according to the Internal Control Rules, for combating money laundering and terrorism financing in JSC "Nurbank";

3) Original bank certificate confirming the bank details of the Applicant, absence of overdue liabilities to the bank, and no restrictions on fund management;

4) Copies of financial statements for the last reporting period for legal entities, certified with the seal of the legal entity, tax declarations for individuals engaged in individual entrepreneurial activity;

5) Original certificate from the Tax Committee at the place of registration of the Applicant regarding the absence of tax debt;

6) Original or copies of recommendations and reviews from legal entities/individual entrepreneurs who previously collaborated with the Applicant, including assessments of cooperation experience such as timeliness, completeness of obligations fulfillment, etc. (if available);

7) Information about availability of logistical infrastructure;

8) Availability of information regarding the Applicant's registration on electronic trading platforms (if available);

9) Copies of Corporate Income Tax Declarations for the 2 (two) years preceding the Tender. If there are losses in tax records for the previous two years, the participant must provide justification of the offered product/service price (for procurement subjects that are part of international business transactions).

 

Package 3: Miscellaneous documentation

1) Technical specifications, delivery conditions of the Equipment, terms, list, procedure, and conditions of service provision (if any);

2) Availability of an authorization letter from Equipment manufacturers with supporting documents for the right to sell equipment and provide technical support services;

3) Information about the number of certified specialists (copies of specialist certificates);

4) Commitment to deliver Equipment concurrently and in full to the Customer's address;

5) Other documents at the potential supplier's discretion.

The potential Supplier bears all costs associated with the preparation and submission of their tender application, and neither the Bank nor the tender commission is responsible or liable for these costs, regardless of the manner and results of the tender.

We would like to note that the tender commission of JSC "Nurbank" is entitled not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the consideration, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notice to the potential suppliers who submitted tender applications, informing them of the cancellation or postponement with an indication of the new tender date.

A potential supplier has the right to modify or withdraw their application before the expiration of the final deadline for submission of tender applications.

The tender will proceed with or without the participation of the authorized representative of the potential service supplier, should the authorized representative choose not to participate.
