Selection Criteria

JSC "Nurbank" announces an open tender for the renewal/purchase of the hardware and software complex for network infrastructure security PaloAlto PA-3250/PA-1420, and invites potential suppliers to participate in the open tender, which will be held on September 14, 2023 at the building of JSC "Nurbank", located at: 10 Abay Ave., Office No. 310, Almaty.

Document submission deadline: 13-09-2023 12:00, at: 10 Abay Ave., Office No. 204, Almaty.

 

Legal entities (potential service providers) meeting the following requirements by the time of the tender are allowed to participate:

- have professional competence and work experience, possess the necessary financial, material, and human resources to fulfill the obligations under the service contract;

- have no claims from JSC "Nurbank" on previously concluded contracts;

- be solvent, not subject to liquidation, with no asset seizures, and without suspended financial and economic activities as per the legislation of Kazakhstan;

- comply with tax obligations and other mandatory payments to the budget at the time of application submission and contract execution;

- have documentary proof from the distributor for the right to sell vulnerability scanner licenses and provide technical support within Kazakhstan.

Technical specifications and software product descriptions are provided in Annex No. 5.

Criteria for evaluating tender applications:

- compliance of the potential supplier with the above requirements;

- conformity of the tender application with the technical specifications of the tender documentation;

- offered price;

- payment terms;

- delivery terms of the equipment.

To participate in the tender, the following document packages must be provided:

Package 1: Legal documentation

  1. application for participation in the tender;
  2. notarized copies of the founding documents, certificate of registration/re-registration of a legal entity (Articles of Association, VAT registration certificate);
  3. copies of the license (original for verification) for conducting licensed state activities (if the activity for the procured goods/services requires licensing);
  4. notarized copy of the document identifying the authorized representative of the supplier;
  5. power of attorney from the supplier to the authorized person to participate in the Tender.

Package 2: Financial documentation

  1. price proposals (1, 3 years);
  2. original bank reference confirming the participant's banking details, absence of overdue debt to the bank;
  3. copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;
  4. original certificate from the Tax Committee at the supplier's registration location confirming no tax debt;
  5. information on the availability of material and technical base;
  6. confirmation of agreement to conduct mutual settlements under the Agreement through a bank account at JSC "Nurbank".

Package 3: Other documentation

1) technical specifications, delivery terms, and timelines;

2) Authorization letter from manufacturers for potential suppliers:

- with supporting documents confirming the right to distribute and provide warranty service for the user identification and authentication system at login;

- with supporting documents for the right to distribute licensed software and provide technical support in Kazakhstan.

3) Presence of a service center or service partner for warranty service of the delivered equipment in Almaty or regions where the hardware and software complex is supplied (provide information with name, address, contact details);

4) Equipment must be from a serially manufactured line, tested at manufacturer facilities. All components as per specifications must be included;

5) Supplier must have at least 2 years of market experience;

6) Delivery must be completed in full and in one shipment to the Customer's address.;

7) The potential Supplier bears all expenses related to the preparation and submission of their tender application, and the Bank and the tender commission are not responsible or liable for these costs, regardless of the nature and results of the tender.

We note that the Bank's tender commission is entitled not to disclose information regarding the review, evaluation, and comparison of tender applications to anyone officially not involved in this process.

JSC "Nurbank" is entitled to cancel or postpone the tender by notifying potential suppliers who submitted tender applications in writing of the cancellation or rescheduling with a new date indicated.

The potential supplier has the right to modify or withdraw their application before the tender submission deadline.

The tender will be conducted with the participation of an authorized representative of the potential service provider or without such if the authorized person does not participate in the tender.
