Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for acquiring services in placing advertisement and information materials on the Internet regarding money transfers and foreign economic activity, aiming to ensure clicks on the promotional materials leading to the nurbank.kz web resource and invites potential suppliers to participate in the tender.

Start of bidding: at 14.30 on September 7, 2023
Submission of proposals: until 10.00 a.m. on September 5, 2023, at the address: Almaty, Abay Ave., 10 "B", office 204 (administration).

LOT LIST:

Lot 1 — placement on the Internet of advertisement materials about money transfers to ensure clicks on these materials leading to the nurbank.kz web resource

Purchase description:

KPI: clicks on advertisement materials about money transfers placed on the Internet leading to the nurbank.kz web resource

Advertised product: money transfers

Target audience: age 25+, mainly men, residents of Uzbekistan, Tajikistan, Kyrgyzstan, and other countries, working in temporary employment, businessmen transferring money to Turkey as payment for goods, men and women transferring funds to Turkey for real estate purchases, men transferring money to Armenia, Georgia for car purchases.

Advertising campaign budget — 8,000,000 tenge, including VAT and supplier remuneration with VAT or without VAT, if the supplier is not a VAT payer

Period: September — December 2023 inclusive

Geography: Republic of Kazakhstan

Instruments: search and contextual advertising on the Internet, social networks, etc.

Advertisement materials (banners) are provided by JSC "Nurbank".

Lot 2 — placement on the Internet of advertisement materials about foreign economic activity to ensure clicks on these materials leading to the nurbank.kz web resource

Purchase description:

KPI: clicks on advertisement materials about foreign economic activity placed on the Internet leading to the nurbank.kz web resource

Advertised product: foreign economic activity

Target audience:

1. Large business entrepreneur (business owner)
2. Top manager of a large company
3. Travels abroad (business trips) — frequent geolocation in CIS countries, China, Europe
4. Interests — export or import of goods and services in large volumes, looking for new foreign markets for selling goods/services in large quantities
5. Sells imported goods in Kazakhstan in large volumes
6. Interested in SWIFT transfers (looking for advantageous transfers)
7. Interested in cashless currency conversion (looking for favorable rates)
8. Interested in news about sanctions against companies
Advertising campaign budget — 6,000,000 tenge including VAT and supplier remuneration with VAT or without VAT, if the supplier is not a VAT payer

Period: September — December 2023 inclusive

Geography: Republic of Kazakhstan

Instruments: search and contextual advertising on the Internet, social networks, etc.

Advertisement materials (banners) are provided by JSC "Nurbank".

Basic requirements for suppliers for Lot 1 and Lot 2:
1. The supplier must be a legal entity/individual entrepreneur.
2. Have the necessary financial, material, and labor resources for fulfilling obligations according to the contract.
3. Be solvent, not subject to liquidation, suppliers’ property should not be seized, its financial and economic activity should not be suspended as per the legislation of the Republic of Kazakhstan.
4. Absence of outstanding tax liabilities of the supplier and its chief executive/founder at the time of the tender.
5. Absence of significant claims from JSC "Nurbank" under previously concluded contracts.
6. The supplier must be registered in the Republic of Kazakhstan.
7. Consent of the supplier to settle accounts under the Agreement through a bank account opened in JSC "Nurbank".
8. At least 3 years of experience in placing advertisement materials on the Internet.
9. Presence of certified staff with Google, Yandex certificates provided.
Criteria for evaluating tender proposals for Lot 1 and Lot 2:

1. Cost per click on advertisement materials placed on the Internet leading to the nurbank.kz web resource including supplier remuneration with VAT or excluding VAT for non-VAT payer suppliers.
2. The supplier must be a legal entity/individual entrepreneur.
3. Possess professional competence and work experience, have the necessary financial, material, and labor resources for fulfilling obligations according to the contract.
4. Be solvent, not subject to liquidation, suppliers’ property should not be seized, its financial and economic activity should not be suspended as per the legislation of the Republic of Kazakhstan.
5. Absence of claims from JSC "Nurbank" under previously concluded contracts.
6. The supplier must be registered in the Republic of Kazakhstan.
7. Consent of the supplier to settle accounts under the Agreement through a bank account opened in JSC "Nurbank".
8. Positive experience in running advertising campaigns on the Internet with thank you letters from organizations or positive experience of cooperation with JSC "Nurbank".
9. Experience in placing advertisement materials on the Internet with KPI in terms of clicks.
10. The potential supplier bears all costs associated with the preparation and submission of its tender application, and JSC "Nurbank" and the tender commission do not compensate and do not assume responsibility for these costs, regardless of the nature and results of the tender.
11. Payment terms:
Monthly post-payment based on services rendered during the reporting period (month) after signing the Work Completion Act by the Parties.
Mandatory payment terms for Lot 1 and Lot 2:
— KPI — clicks on advertisement materials placed on the Internet leading to the nurbank.kz web resource.
— supplier's commission payment is made as follows:
1) Upon achieving 100% KPI, the supplier is paid 100% of the cost of internet advertising services.
2) Upon achieving 85% to 99% KPI, the supplier is paid 85% of the cost of internet advertising services.
3) Upon achieving 50% to 84% KPI, the supplier is paid 40% of the cost of internet advertising services.
4) If less than 50% KPI is achieved, the cost of internet advertising services is not paid.
Payment terms: monthly post-payment based on services rendered during the reporting period (month) after signing the Work Completion Act by the Parties.
Recalculation of service costs based on KPI results occurs at the end of the entire advertising campaign period. If the supplier's service costs based on KPI results are less than the amount paid by the Bank at the time of final settlement, the supplier undertakes to refund the difference between the amount paid by the Bank and the recalculated amount in accordance with the KPI payment terms within 10 (ten) calendar days from the date of signing the Work Completion Act.

To participate in the tender the following documents must be submitted:

Legal documents:

1) application for participation in the tender in the prescribed form, according to Annex 1 to this letter in Kazakh/Russian languages;
2) notarized copies of constituent documents, certificate of registration/re-registration of a legal entity (Charter, certificate of registration for VAT accounting);
3) notarized copy of the document certifying the identity of the authorized person — representative of the supplier;
4) supplier's power of attorney to the authorized person to participate in the Tender;
5) decision of the authorized body of the legal entity on the election (appointment) of the executive body (leader), notarized copy.

Financial documents:

1) price proposals;
2) original bank statement confirming the bank details of the applicant, absence of overdue debts of the applicant to the bank;
3) copies of financial statements for legal entities for one year, certified by the legal entity's seal;
4) original certificate from the Tax Committee of the supplier's place of registration or electronic statement on the presence/absence of debt for tax payments;
5) copies of recommendations and reviews of legal entities/individual entrepreneurs who previously cooperated with the supplier, containing assessments and characteristics of cooperation experience including timeliness, completeness of obligations fulfillment, and others (if available);
6) copies of Declarations for corporate income tax for 2 (two) years preceding the Tender. If there are losses in the tax accounting for the previous two years, the participant must provide a justification of the proposed goods/services price (for procurement of goods/works/services that subsequently become the subject of an international business operation);
7) confirmation of agreement to settle accounts under the Agreement through a bank account opened in JSC "Nurbank".
The potential Supplier bears all costs associated with the preparation and submission of its tender application, and the Bank and the tender commission do not assume responsibility for these costs, regardless of the nature and results of the tender.

We note on our part that JSC "Nurbank" reserves the right to cancel or postpone the tender, providing written notification to potential suppliers who submitted tender applications of the cancellation or postponement, indicating the new date of the tender.
The potential supplier has the right to amend or withdraw its application before the deadline for submitting tender applications.

The tender will be held with the participation of the authorized person's service provider or without such if the authorized person does not participate in the tender.

The final deadline for submitting tender documentation is 10.00 a.m. on September 5, 2023. Documents are to be submitted in a sealed envelope (indicating contact details on the envelope) to the Bank's office at the address: Almaty, Abay Ave. 10 "B", office 204.
