JSC "Nurbank" announces an open tender for the procurement of the "Internet Banking for legal entities" information system (including system technical support services) and invites potential suppliers to participate in the tender to be held at: 10 "B" Abay Ave., 3rd floor, room 310.
Type of tender: open;
Auction starts at 2:30 PM on November 17, 2022.
Submission of proposals by: 12:00 PM on November 14, 2022.
Eligible to participate in the tender are legal entities (potential service providers) that meet the requirements specified in Appendix 1 (functional technical requirements for remote banking services for legal entities) at the time of the tender.
Tender bid evaluation criteria:
- Possession of necessary financial, material, and labor resources to fulfill obligations according to the supply contract;
- No substantial claims from JSC "Nurbank" under previously concluded contracts;
- Be solvent, not subject to liquidation, no arrest on assets, and business activities not suspended under the legislation of the Republic of Kazakhstan;
- Fulfillment of tax and obligatory budget payments at the time of bidding and contract conclusion;
- Ability to provide additional technical consulting services during the support period (5 years);
- Experience in delivering similar services;
- Demonstration/presentation, provision of a test version of the program (if available);
- Services for providing own technical consultation;
- Payment terms: post-payment of 100% of the contract amount after software delivery is preferred (possible on terms of 50% prepayment and 50% after delivery) via bank account in JSC "Nurbank";
- Functionality in "off-the-shelf version" and experience in implementing additional features (marketplace, PFM, gamification) within 5 years;
- Functionality for sending and receiving push notifications;
- Integration with the Bank's information systems: Colvir CBS, OpenWay;
- Cost of implementing stages 2 and 3, including technical support and implementation;
- Functionality for online registration and "guest" feature;
- Availability of simplified login procedures in the mobile app (PIN, FACEID, TOUCH ID);
- Access rights differentiation, role-based access control;
- Report generation, export in MS Office format (Excel, Word);
- Security certificate availability, confirmed IT audit certificates in information security;
- Inclusion of source code cost in the software price;
- Provision of warranty technical support
To participate in the tender, the following document packages must be submitted:
1 package: Legal documentation
1) Application for participation in the tender in accordance with the established form in Appendix 2 (Application for participation);
2) Notarized copies of founding documents, certificate of registration/reregistration of the legal entity (Charter, certificate of VAT registration);
3) Copies of licenses (original for verification) for conducting certain licensed activities by the state;
4) Notarized copy of the identification document of the authorized representative of the supplier;
5) Power of attorney from the supplier to the authorized person for participation in the Tender;
6) Decision of the authorized body of the legal entity on the election (appointment) of the executive body (director), notarized copy of the document:
7) Copy of the document confirming the ownership of software and/or the right to distribute software to end users, including provision of supply and technical support services.
2 package: Financial documentation
1) Price proposals filled in accordance with Appendix 4 (Price Proposal Form);
2) Original bank certificate confirming the applicant's bank details and absence of overdue debts to the bank;
3) Copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs stamped if available;
4) Original certificate from the Tax Committee at the supplier's registration place about the absence of tax payment debts;
5) Copies of recommendations and reviews from legal entities/individual entrepreneurs previously working with the supplier, containing assessments and characteristics of the cooperation experience including timeliness, completeness of obligations execution, etc. (if available);
6) Information on the availability of
material and technical base;
7) Copies of Corporate Income Tax Declarations for two (2) years preceding the Tender. With tax losses in the previous two years, the participant must provide a rationale for the proposed product/service price (for procurement of goods/works/services that are subsequently the subject of an international business transaction).
8) Confirmation of agreement to carry out settlements under the Supply Contract through a bank account in
JSC "Nurbank".
We note that the Bank's Tender Commission is entitled not to disclose information regarding the review, evaluation, and comparison of tender bids to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender bids.
JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification (electronically) to potential suppliers who submitted tender applications about the cancellation or postponement advising the new date.
A potential supplier has the right to amend or withdraw its application before the final deadline for submission of tender applications.
The tender will be conducted with the participation of an authorized representative of the potential service provider or without it if the authorized person does not participate in the tender.
The final deadline for submission of tender documentation is 12:00 hours on November 10, 2022. Documents are submitted in a sealed envelope (indicating contact details on the envelope) to the Bank's office situated at Almaty, 10 "B" Abay Ave., room 204.
