Dear Ladies and Gentlemen! 

JSC "Nurbank" announces the open tender for the procurement of services for unarmed physical security and monitoring of pledged assets on the Bank's problem loans and assets on the Bank's balance sheet, and invites potential suppliers to participate in the tender, which will be held via "SKYPE" software:

Tender type: open;

Start of trading: 2:30 PM "August 11, 2022"

Submission of proposals until: 10:00 AM "August 10, 2022" at the address: Almaty, Abay Ave., 10 "В", office 204 (office). 

LIST OF LOTS:

Lot 1: unarmed round-the-clock physical security of the oil depot with the adjacent land plot of 5.0535 hectares, located at: Akmola region, Astrakhan district, Zhaltsyr village.

Number of security posts – 2 (two).

Main requirements for suppliers 

1. The company must be a legal entity.
2. Possess the necessary financial, material, and labor resources to fulfill the obligations in accordance with the agreement.
3. Be solvent, not subject to liquidation, and the company’s property must not be arrested, its financial and economic activities must not be suspended in the manner prescribed by the legislation of the Republic of Kazakhstan.
4. The company and its first manager/founder must have no outstanding tax liabilities at the time of the tender.
5. No significant claims from JSC "Nurbank" on previously concluded contracts.
6. Possession of a state license to provide physical security services.
7. Availability of uniform and special equipment for guards.
8. The presence of a branch network in the regions of Kazakhstan (preferably).
9. The company must be registered in the Republic of Kazakhstan.
10. The supplier’s consent to settle through a bank account opened at JSC "Nurbank" (preferably).
11. The supplier’s consent to monthly payment upon completion of services. 

The company(-ies) with whom the contract(s) will be concluded, will be responsible for the damage caused to the Client's inventory, property, and funds, including, but not limited to, theft, robbery, or banditry, as well as damage to the Client's inventory and property caused by third parties breaking the locks, doors, windows, showcases, and fences in the guarded objects and premises, or through negligence of the security workers directly providing security to the objects. The compensation of the damage caused to the Client is carried out in full by the Contractor within the time limits defined by the Agreement. 

For participation in the tender, the following documents must be provided:

Legal documentation:

1) application for participation in the tender in the established form, according to Appendix 1 to this letter in Kazakh/Russian languages;

2) notarized copies of constituent documents, certificate of registration/reregistration of a legal entity (Charter, certificate of registration for VAT);

3) copies of the license (original for verification) to conduct any state-licensed activity; 

4) a notarized copy of the document identifying the identity of the authorized representative of the supplier;

5) supplier's power of attorney to the authorized person for participation in the Tender;

6) decision of the authorized body of a legal entity on the election (appointment) of the executive body (manager), a notarized copy of the document. 

Financial Documentation:

1) price proposals; 

2) original bank certificate confirming the bank details of the applicant, absence of overdue indebtedness to the bank;

3) copies of the financial statements for legal entities for one year, certified by the legal entity’s seal;

4) original of the Tax Committee certificate at the supplier’s registration location or electronic extract on the presence/absence of tax arrears;

5) copies of recommendations and reviews of legal entities/individual entrepreneurs who have previously cooperated with the supplier, containing assessments and characteristics of the cooperation experience including timeliness, completeness of obligations fulfillment, and others (if available);

6) copies of the Corporate Income Tax Declaration for 2 (two) years preceding the Tender. If there are losses in the tax accounting for the previous two years, the participant must provide justification for the price of the proposed goods/services (for purchases of goods/works/services which subsequently are the subject of an international business transaction);

7) confirmation of consent to settle through a bank account opened at JSC "Nurbank". In case the supplier refuses to open an account, a corresponding letter must be provided. 

The potential Supplier bears all expenses related to the preparation and submission of its tender application, and the Bank and the tender committee are not responsible or liable for these expenses, regardless of the nature of the tender process and results. 

We would like to note that JSC "Nurbank" is entitled to cancel or postpone the tender with a written notification of potential suppliers who have submitted tender applications about the cancellation of the tender or its postponement with an indication of the new date of the tender.

A potential supplier is entitled to alter or withdraw its application before the expiration of the final deadline for submitting tender applications. 

The tender will be held with or without the participation of an authorized representative of the potential service supplier if the authorized person does not participate in the tender.

The final deadline for submission of tender documentation is 10:00 AM on "_10_"  August__2022 year. Documents are submitted in a sealed envelope (with contact information indicated on the envelope) to the office of the Bank, located at Almaty, Abay Ave 10 "В", office 204.
