Dear Ladies and Gentlemen,
JSC "Nurbank" announces an open tender for the procurement of services for the delivery of correspondence, parcels, and cargo in cities across the Republic of Kazakhstan (including remote villages), internationally, and within the city for JSC "Nurbank" and invites potential suppliers to participate in the tender, which will take place on July 21, 2022 at 14:30 at the JSC "Nurbank" building, located at: 10V Abai Ave.
Tender type: open.
Tender start: July 21, 2022 at 14:30, address: 10V Abai Ave, 3rd floor, room 310, conference room;
End of auction: 16:30;
Package and offer collection until 12:00 (inclusive) on July 20, 2022 at the address: 10V Abai Ave, room 204.
Legal entities (potential service providers) are eligible to participate in the tender, and by the time of the tender, they must meet the following requirements:
1) fulfill their obligations to pay taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of concluding the procurement agreement;
2) payment terms: in the month following the month in which services were rendered;
3) carry out agreed times with the Purchaser for the acceptance of shipments for door-to-door transport:
- within the city;
- throughout the Republic of Kazakhstan;
- to CIS countries and beyond.
4) provide additional free (no cost) services to facilitate the Purchaser:
- free courier service,
- provision of specialized packaging (paper, polyethylene, air bags) free of charge;
- supply floor scales to measure the actual and volumetric weight of shipments free of charge;
5) provide necessary delivery information to the Purchaser by phone free of charge;
6) provide delivery confirmation (original notification) upon Purchaser's request free of charge
7) guaranteed delivery times in days (express up to 2 calendar days, economy up to 5 calendar days);
8) have own representative offices in cities across the Republic of Kazakhstan;
9) re-dispatch a courier on additional request for urgent document delivery (free of charge);
10) possess at least one year of experience in the postal and courier service market.
The technical specification and selection criteria for postal and courier services procurement are listed in Appendices 1 and 2 of this announcement.
Tender application evaluation criteria:
To participate in the tender, the following document packages are required:
1 package: Legal documentation
1) application for participation in the tender in the prescribed form, according to Appendix 2 of this announcement;
2) notarized copies of the founding documents, certificate of registration/re-registration of the legal entity (Charter, VAT registration certificate);
3) notarized copy of the identity document of the authorized person – supplier's representative;
4) supplier authorization to the authorized person for participating in the Tender;
2 package: Financial documentation
1) original bank statement confirming the applicant's banking details, absence of overdue debt to the bank;
3) copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;
4) original tax committee certificate at the supplier's registration location about the absence of tax payment debt;
5) copies of recommendations and feedback from legal entities/individual entrepreneurs previously collaborating with the supplier, including assessments and reviews of cooperation experience such as timeliness, completeness of obligations execution, etc. (if available);
6) price (commercial) proposal;
7) copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. In case of tax accounting losses for the preceding two years, the participant must provide a justification for the offered price of goods/services (for purchasing goods/works/services that will subsequently be the subject of an international business transaction).
3 package: Other documentation
1) letter of the presence of own representative offices in cities across the Republic of Kazakhstan (provide information with the address, contact details).
The Potential Supplier bears all costs associated with the preparation and submission of its tender application, and the Bank and the tender committee do not bear responsibility for these costs regardless of the nature of the conduct and results of the tender.
We note that the Bank's Tender Committee reserves the right to not disclose information related to the review, evaluation, and comparison of tender applications to potential service suppliers or any other person officially not participating in the review, evaluation, and comparison of tender applications.
JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications about the cancellation or postponement, indicating a new date.
The potential supplier has the right to amend or withdraw its application before the final deadline for submitting tender applications.
The tender will be held with the participation of the authorized person of the potential service provider or without such, if the authorized person does not participate in the tender.
The final deadline for submitting tender documentation is 13:00 on July 20, 2022, at the address: Almaty, 10V Abai Ave, room 204.
Tender documentation must be submitted in a sealed envelope with contact information indicated on the envelope.
