JSC 'Nurbank' announces an open tender for the procurement of USB authenticators SafeNet eToken 5110, and invites potential suppliers to participate in the open tender, which will be held on June 02, 2022 at 14:30 hours at the JSC 'Nurbank' building, located at: Almaty, Abay Ave., 10 'B', office No. 310.
Document submission deadline: June 01, 2022, 12:00 PM, at: Almaty, Abay Ave., 10 'B', office No. 204
Legal entities (potential service providers) are admitted to the tender, who at the time of the tender must meet the following requirements:
- possess professional competence and experience, have the necessary financial, material, and human resources to fulfill obligations pursuant to the service contract;
- documented confirmation from the distributor on the right to sell the hardware-software complex and provide technical support within the territory of the Republic of Kazakhstan.
- have no claims from JSC 'Nurbank' on previously concluded contracts;
- be solvent, not subject to liquidation, not have its property under arrest, and its financial and economic activities not be suspended according to the legislation of the Republic of Kazakhstan;
- fulfill tax and other mandatory payment obligations to the budget at the time of application submission for the tender and at the time of the service contract conclusion;
Technical specifications and product descriptions are provided in Appendix No. 5.
Criteria for evaluating tender applications:
- compliance of the potential supplier with the above requirements;
- compliance of the tender application with the technical specifications of the tender documentation;
- proposed price;
- payment terms;
- delivery terms.
To participate in the tender, the following document packages must be submitted:
Package 1: Legal Documentation
1) application for participation in the tender;
2) notarized copies of founding documents, registration/re-registration certificates of the legal entity (Charter, VAT registration certificate);
3) copies of licenses (original for verification) for conducting certain activities licensed by the state (if the activities related to the procured goods/works/services are subject to licensing);
4) notarized copy of the identity document of the authorized representative of the supplier;
5) supplier's power of attorney to the authorized person for participating in the tender;
Package 2: Financial Documentation
1) price proposals;
2) original bank statement confirming the applicant's bank details and absence of overdue debt;
3) copies of financial statements for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;
4) original certificate from the Tax Committee at the supplier's registration location regarding the absence of tax debts;
5) information about the availability of material and technical base;
Package 3: Other Documentation
1) Technical specifications, delivery terms, timelines.
2) For potential suppliers, the availability of an authorization letter from the manufacturer:
3) Presence of a service center or service partner for warranty servicing of delivered equipment in Almaty or regions where the hardware-software complex is supplied (provide information including name, address, contact details).
4) Equipment should be supplied from a production line, tested at the manufacturer's factories. The assembly includes all components specified in the assignment.
5) Delivery must be made at one time and in full volume to the address of the Customer.
6) The Potential Supplier bears all costs related to the preparation and submission of their tender application, and the Bank and the tender committee are not liable or accountable for these costs, regardless of the tender's conduct and results.
It should be noted that the Bank's Tender Committee reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other party not officially involved in the review, evaluation, and comparison of tender applications.
JSC 'Nurbank' reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications regarding cancellation or postponement, specifying a new date.
The potential supplier has the right to change or withdraw their application before the deadline for submitting tender applications.
The tender will be conducted with the participation of an authorized representativeof the potential service provider or without one, if no authorized representative participates in the tender.
