Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of armed physical security services for JSC "Nurbank" facilities, and invites potential suppliers to participate in the tender, which will be held at: Abai Ave 10 "b", 3rd floor, room 310.

Type of tender: open;

Start of bidding: at 15:00 on October 14, 2021.

End of bidding: at 16:00 on  October 14, 2021.

Submission of proposals by: 12:00 on October 13, 2021.

Legal entities (potential service providers) are allowed to participate in the tender, provided they meet the following requirements at the time of the tender:

• Have the necessary financial, material, and labor resources to fulfill obligations under the contract;
• Be solvent, not subject to liquidation, with no asset seizures, and financial-economic activity not suspended under the laws of the Republic of Kazakhstan;
• Fulfill obligations to pay taxes and other mandatory payments at the time of application and at the time of signing the procurement contract;
• No substantial claims from JSC "Nurbank" under previously concluded contracts;
• Have an insurance policy for potential material damage of at least 50,000,000 (fifty million) tenge;
• Have a state license for providing armed physical security services in the Republic of Kazakhstan;
• Security personnel must have uniforms, firearms, and special equipment;
• Apply a unified tariff for post/hour armed physical security across the JSC "Nurbank" branch network;
• Have its own branch network in the regions of Kazakhstan where JSC "Nurbank" branches are present;
• Have experience working with second-tier banks for at least 3 years;
• Be a legal entity;

• Legal entity must have experience in the market for at least 3 years;

Tender application evaluation criteria:

• Compliance of the potential supplier with the above requirements;
• Compliance of the tender application with technical specifications;
• Proposed price;
• Payment terms;

For participation in the tender, the following document packages must be provided:

Package 1: Legal documentation

1) Application for participation in the tender in the form provided in Appendix No.1;

2) Notarized copies of the founding documents, registration/re-registration certificate of the legal entity (Charter, VAT registration certificate);

3) Copies of licenses (original for verification) for conducting certain state-licensed activities;

4) Notarized copy of a document proving the identity of the authorized representative of the supplier;

5) Supplier's power of attorney to the authorized person for participation in the Tender;

6) Decision of the legal entity's authorized body on the appointment (election) of the executive body (manager), notarized copy of the document;

Package 2: Financial documentation

1) Price proposals; 

2) Original certificate from the servicing bank confirming bank details of the applicant, absence of overdue debts to the bank;

3) Copies of financial statements for legal entities for one year, certified with stamps of the legal entity, tax returns for individual entrepreneurs, certified with stamps, if available;

4) Original certificate from the Tax Committee at the supplier's registration place confirming no tax arrears;

5) Copies of recommendations and reviews from legal entities/individual entrepreneurs who previously cooperated with the supplier, containing evaluations and characteristics of the cooperation experience, including timeliness, completeness of obligations fulfillment, and others (if available);

6) Information on the availability of material and technical base;

7) Copies of Corporate Income Tax Declarations for the 2 (two) years preceding the Tender. If there are losses on tax records for the past two years, the participant must provide a justification for the proposed price of the goods/services (for procurement of goods/works/services subsequently subject to an international business transaction).

8) Confirmation of agreement on payments through JSC "Nurbank" settlement account for supply under the Agreement.

Package 3: Other documentation

• Provide information on the availability of a branch network according to Appendix No.3 (appointment order, address, contact details of the representative).
• Provide recommendations for "Large successful projects in the Republic of Kazakhstan", if available.
• The potential Supplier is responsible for all costs associated with preparing and submitting their tender application, and the Bank and the tender commission are not liable for these costs, regardless of the conduct and results of the tender.

On our part, we note that the Bank's Tender Commission is entitled not to disclose information related to the review, evaluation, and comparison of tender applications to potential service providers or any other parties not officially involved in reviewing, evaluating, or comparing tender applications.

JSC "Nurbank" has the right to cancel or postpone the tender by written (electronic) notification to potential suppliers who submitted tender applications, specifying the new date for the tender.

The potential supplier has the right to modify or withdraw their application until the final submission deadline for tender applications.

The tender will be conducted with or without the participation of the authorized person of the potential service provider if the authorized person does not participate in the tender.

Final deadline for submission of tender documentation is 12:00 hours on October 13, 2021 . Documents must be submitted in a sealed envelope (with contact information on the envelope) to the Bank's office located in Almaty city, Abai Ave 10 "B", room 204.
