Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the extension of licenses for Stakhanovets (working time accounting system), and invites potential suppliers to participate in the open tender to be held on September 30, 2021 at the JSC "Nurbank" building, located at: Almaty, Abay Ave., 10 "B", office № 310. 

Document submission deadline: 29-09-2021 12:00h, at: Almaty, Abay Ave., 10 "B", office № 204           

Legal entities (potential service providers) are eligible to participate in the tender, provided they meet the following requirements at the time of the tender:

• possess professional competence and work experience, and have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service agreement;
• provide documentary confirmation from a distributor regarding the right to sell the hardware-software complex and provide technical support within the Republic of Kazakhstan.

• have no claims from JSC "Nurbank" on previously concluded contracts;
• be solvent, not subject to liquidation, have no seizure on their property, and their financial and business activities should not be suspended in accordance with the legislation of the Republic of Kazakhstan;
• fulfill their obligations for tax and other mandatory payments to the budget at the time of submitting the tender application and at the time of concluding the service agreement; 

The technical specification and description of software products are provided in Appendix № 5. 

Criteria for evaluation of tender applications:

• compliance of the potential supplier with the above requirements;
• compliance of the tender application with the technical specifications of the tender documentation;
• offered price;
• payment terms;
• delivery terms of the equipment. 

Documents required for tender participation:

Package 1: Legal documentation

1) tender application form;

2) notarized copies of founding documents, registration/re-registration certificate of the legal entity (Charter, registration certificate for VAT);

3) copies of licenses (original for verification) required for state-licensed activities (if the goods/services to be procured are subject to licensing);

4) notarized copy of the identification document of the authorized representative of the supplier;

5) supplier's power of attorney to the authorized person to participate in the tender; 

Package 2: Financial documentation

1) pricing proposals;

2) original bank statement confirming the applicant's banking details and absence of overdue debt to the bank;

3) copies of financial statements for legal entities for one year, certified by the legal entity's seal, and tax declarations for individual entrepreneurs, certified by seal if available;

4) original statement from the Tax Committee at the supplier's registration location on the absence of tax arrears;

5) information on the availability of material and technical facilities; 

Package 3: Other documentation

1) technical specifications, delivery conditions, deadlines. 

2) For potential suppliers, availability of an authorization letter from the manufacturer company:

• with supporting documents for the right to distribute and provide warranty service for the user identification and authentication system upon entry,
• with supporting documents for the right to distribute licensed software / provide technical support within the Republic of Kazakhstan.

3) The potential supplier must have been operational in the market for at least 2 years.

4) The delivery must be carried out once and in full to the Customer's address.

5) The Potential Supplier shall bear all expenses related to the preparation and submission of their tender application, and the Bank and the tender committee disclaim any responsibility or obligation for these expenses, regardless of the nature of the tender proceedings and outcomes. 

We note that the Bank's Tender Committee is not obliged to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the consideration, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender by notifying potential suppliers who have submitted tender applications in writing of the cancellation or postponement, specifying a new date.

A potential supplier has the right to amend or withdraw their application before the deadline for submission of tender applications. 

The tender will be conducted with the participation of the authorized person of the potential service provider or without such a person if the authorized representative does not participate in the tender.

The final deadline for submission of tender documentation is 12:00 on September 29, 2021.
