Appendix №2. Criteria

JSC "Nurbank" announces an open tender for the supply of cash equipment for the branches of JSC "Nurbank" and invites potential suppliers to participate in the tender, which will take place on 14.10.2021 at 14:30 in the building of the Head Office of JSC "Nurbank" at the address: Almaty, Abay Ave, 10"B", 3rd floor, room 310 (large conference hall).

A total of 1 Lot consisting of 40 (forty) units:

Lot #1 — 2-pocket banknote sorter, 40 units.

Tender type: open.

Proposals submission deadline: 20.09.2021 at 12:00, at the address: Abay Ave 10"B", office.

Equipment for testing must be provided by: 20.09.2021 at the address: Zheltoksan Ave 173.

Potential suppliers meeting the criteria outlined in the document "appendix 3_selection criteria" and having provided equipment for testing are allowed to participate in the tender. The technical specifications of the equipment to be purchased are given in the document "appendix 4_tech.specifications".

To participate in the tender, the following documentation package must be provided:

Package 1: Legal documentation

1) application for participation in the tender in the prescribed form, according to the appendix to this letter in Kazakh/Russian languages;

2) notarized copies of the founding documents, certificate or statement of registration/re-registration of a legal entity or registration certificate of an individual entrepreneur;

3) copies of the permit (original for verification if the permit is issued on paper) for conducting specific activities (if the activity related to the goods/works/services to be purchased requires obtaining a permit) or a copy of the notification receipt issued by the state body that accepts the notification from the Applicant (if the activity requires notification);

4) notarized copy of the document certifying the identity of the authorized representative of the Applicant;

5) Applicant’s power of attorney to the authorized person for participating in the Tender.

Package 2: Financial documentation

1) price proposals;

2) original bank statement confirming the Applicant’s banking details, absence of overdue debts to the bank, and no restrictions on cash management;

3) copies of financial statements for the last reporting period for legal entities, certified by the legal entity’s seal, tax declarations for individuals carrying out individual, entrepreneurial activities;

4) original certificate from the Tax Committee at the Applicant’s registration place confirming no tax arrears;

5) original or copies of recommendations and reviews from legal entities/individual entrepreneurs who have previously cooperated with the Applicant, containing assessments and characteristics of the cooperation experience, including timeliness, completeness of obligations fulfillment, etc. (if available);

6) information on the availability of material and technical base;

7) details of the Applicant’s registration on the Electronic Trading Platform (if available);

8) copies of Corporate Income Tax declarations for 2 (two) years preceding the Tender. If there is a loss in the tax records for the previous two years, the participant needs to provide a justification for the price of the proposed goods/services (for the procurement of goods/works/services, that subsequently become the subject of an international business operation).

Package 3: Other documentation

1) technical specifications, equipment delivery terms, timelines, list, and procedure of service provision (if any);

2) for potential suppliers, availability of an authorization letter from the equipment manufacturing company with supporting documents for the right to sell equipment and provide technical support services;

3) information on the number of certified specialists (copies of specialist certificates);

4) commitment to deliver Equipment in full and at once to the Customer's address;

5) other documents at the potential supplier's discretion.

The Potential Supplier bears all costs associated with preparing and submitting their tender application, and the Bank and tender commission are not responsible for these costs, regardless of the nature of the tender process and its results.

The Tender Commission of JSC "Nurbank" reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other person officially not involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who have submitted tender applications regarding the cancellation or postponement with the new tender date.

The potential supplier has the right to amend or withdraw their application before the final deadline for submission of tender applications.

The tender will be conducted with the participation of the authorized representative of the potential service provider or without such participation, if the authorized person does not attend the tender.
