JSC "Nurbank" announces the commencement of an open tender for the procurement of services for unarmed physical security and monitoring of collateral objects related to the Bank's problematic loans and assets listed on the Bank's balance sheet. Potential suppliers are invited to participate in the tender to be held at the following address: Abai Ave. 10 "v", 3rd floor, office 310. 

Tender type: open;

Start of bidding: at 15.00 on "27" May 2021.

Submission of proposals by: 15.00 on "25" May 2021 at the address: Almaty, Abai Ave., 10 "V", office 204 (administration). 

LIST OF LOTS:

1. Lot 1: unarmed round-the-clock physical security of an oil depot (buildings and structures) with a total area of 182.9 sq. m., including an adjacent land area of 1.00 ha and a railway spur, located at: Zhambyl region, Zhambyl district, Sholdala station.

Number of security posts – 2 (two).

2. Lot 2: unarmed round-the-clock physical security of an administrative building with a total area of 910 sq. m. with an adjoining land area of 1.0545 ha, located at: Almaty, Pavlodar Street, 7.

Number of security posts – 2 (two).

3. Lot 3: unarmed round-the-clock physical security of a production base with a total area of 3,096.6 sq. m. on a land plot of 1.6142 ha, located at: Nur-Sultan, Saryarka district, M. Dulatova Street, 191.

Number of security posts – 1 (one).

4. Lot 4: unarmed round-the-clock physical security of real estate with a total area of 23,126.9 sq. m. on a land plot of 36.5460 ha, located at: Karaganda region, Saran city, Saranskaya enrichment plant area.

5. Lot 5: unarmed round-the-clock physical security of buildings and structures with a total area of 11,712 sq. m on land plots of 2.7856 and 0.1235 ha, located at: Nur-Sultan, Zhienkulova Street, 5.

6. Lot 6: unarmed round-the-clock physical security of the "Avtovokzal" fuel station, located at: Taraz, Zhambyl Ave., 2A.

7. Lot 7: unarmed round-the-clock physical security of an oil depot with an adjacent land plot of 5.0535 ha, located at: Akmola region, Astrakhan district, Zhaltyr village.

8. Lot 8: unarmed round-the-clock physical security of a non-residential building with a total area of 2,180.8 sq. m. with a land plot of 0.3494 ha, located at: Almaty region, Talgar district, Belbuлак rural district, 167 "A".

9. Lot 9: monitoring of a residential house with a total area of 578.10 sq. m. on a land plot of 0.10 ha, located at: Almaty, Kekilbayuly Street, 181 (formerly Kablukova Street, 181).

Monitoring of the object is performed 6 times a day, 7 days a week (4 times from 08:00 to 20:00 and 2 times from 20:00 to 08:00).

10.  Lot 10:  Residential house with a total area of 641.30 sq. m. on a land plot of 0.0966 ha, located at: Almaty, Kok-Tobe district, Kyz-Zhibek Street, 69.

13.  Lot 13: 3-room apartment, total area of 128 sq. m. including living area of 83.10 sq. m., located at: Nur-Sultan, Yesil district, Dostyk Street, 10, apt. 46 (formerly Astana, Alma district, Street No.2, left bank of Ishim River).

15.  Lot 15:  Non-residential premises with a total area of 359.8 sq. m., built in 2006 (occupying part of the basement of a residential apartment building), with a land area of 0.87 ha, share – 0.0083 ha, cadastral number 20-312-064-200, located at: Almaty, Auezov district, Zhazylybek Street, 20.

16.  Lot 16:  Non-residential (office) premises letter "B", total area of 157.00 sq. m. with an adjacent land plot area of 0.0246 ha (share - 0.0005 ha), (cadastral number 20-315-021-073), located at: Almaty, Medeu district, "Samal-1" microdistrict, No.3.

17.  Lot 17:  Non-residential premises of the shopping house (letter A), built in 1995, third floor of a four-story shopping house, total area of 1,224.20 sq. m., main area of 1,074.3 sq. m., auxiliary area of 149.9 sq. m., with a land plot (cadastral number 20-314-042-010), with a private ownership right, joint ownership, area – 0.2486 ha, share – 0.0505 ha, intended use – for exploitation and servicing of the production building, located at: Almaty, Zhetysu district, Ryskulova Ave., No. 95, apt. No. 1.

18.  Lot 18: Entertainment complex, with a total area of 1880.6 sq. m., with an adjacent land plot area of 0.2768 ha, located at: Atyrau, Sharapova Street, 6.

19.  Lot 19: Real estate with land plots with a total area of 0.7714 ha. Kostanay region, Zhitikara district, Privodnoye village, oil depot area.

20.  Lot 20: Real estate with a total area of 0.0443 ha, intended for servicing a residential house, an annex for a bathhouse and a beer bar, part of a residential house consisting of two rooms with a total area of 18.80 sq. m., living area of 18.80 sq. m., bathhouse and beer bar with a total basement area of 347.70 sq. m., a main basement area of 238.50 sq. m., located at: Kostanay, Syanova Street, 19.

21.  Lot 21: Residential house with a total area of 382.20 sq. m., functional area of 335.80 sq. m., two stories, built in 2005, wall material – brick, with a land area owned through private property rights for farming, area – 1.3000 ha, cadastral number 03-047-203-764  located at: Almaty region, Karasai district, "Leninsky" farms association.

22.  Lot 22: Building of the agricultural processing workshop with a total area of 2454 sq. m. with a land plot area of 0.7000 ha, cadastral number 03-044-117-024 and agricultural processing, juice bottling line equipment, located at: Almaty region, Yenbekshikazakh district, Turgen rural district, Turgen village, Kulmanbet Street, 35A.

23.  Lot 23: Non-residential premises with a total area of 121 sq. m. with the right of temporary land use (lease) area of 0.1994 ha, located at: Nur-Sultan, Petrova Street, 18/1, WP-8

Alarm system – 1 (one). 

Main Requirements for Suppliers 

  1. Have the necessary financial, material, and labor resources required to perform obligations under the contract.
  2. Be solvent, not subject to liquidation, have no seizure of property, and no suspension of financial or economic activity established under the laws of the Republic of Kazakhstan.
  3. No tax arrears at the time of the state of emergency introduction in Kazakhstan affecting the subsequent activities of the company.
  4. No significant claims from JSC "Nurbank" concerning previously concluded agreements.
  5. Possess a state license to provide physical security services on the territory of the Republic of Kazakhstan.
  6. Ensure guards have uniform apparel and special equipment.
  7. Have a regional branch network in Kazakhstan (preferable).
  8. Be a legal entity.
  9. Company must be registered in the Republic of Kazakhstan.
  10. Supplier's consent for carrying out mutual settlements under the Agreement through a bank account opened in JSC "Nurbank" (preferable).
  11. Supplier's consent to monthly payment based on actual service provision. 

A potential supplier is entitled to participate in the tender for one or more lots. 

The company(s) with which a contract(s) will be concluded shall bear liability for any damages caused to the client's tangible assets, property, and funds due to actions such as theft, robbery, or burglary, as well as damage inflicted on the client's tangible assets and property caused by third parties via breaking into secured objects and premises, including locks, doors, windows, display cases, and fences, or any mishaps due to negligence by security staff directly safeguarding the objects. The contractor shall fully compensate the client for any damages in the manner specified by the contract. 

To participate in the tender, you must provide the following documents:

Legal Documentation:

1)  Application for tender participation in the prescribed format, as per Appendix 1 to this letter, in Kazakh/Russian language;

2) Notarized copies of the founding documents, certificates of registration/re-registration of a legal entity (Charter, VAT registration certificate);

3) Copies of the license (original for verification) for conducting any state-licensed activities; 

4) Notarized copy of the representative's identity document of the authorized supplier's person;

5) Supplier's power of attorney to the authorized representative for participating in the tender;

6) Decision of the authorized body of the legal entity regarding the election (appointment) of the executive body (manager), notarized document copy. 

Financial Documentation:

1) Price proposals; 

2) Original bank confirmation certificate, verifying the applicant's bank account details and the absence of overdue debts to the bank;

3) Copies of financial reports for legal entities over one year, endorsed by the legal entity's seal;

4) Original certificate from the Tax Committee at the supplier's place of registration or an electronic extract on tax debt availability/non-availability;

5) Copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, including assessments and evaluations of experience in cooperation, timeliness, completeness of obligations fulfillment, and others (if available);

6) Copies of Corporate Income Tax Declarations for the two years preceding the tender. If there are losses in tax accounting for the preceding two years, the participant must substantiate the price offered for the goods/service (procured goods/works/services subject to international business operations);

7) Confirmation of mutual account settlement under the agreement through a bank account opened in JSC "Nurbank". In case of refusal to open an account, a corresponding letter must be provided. 

The potential supplier bears all the costs related to preparing and submitting its tender application, and the Bank and the tender committee are not responsible for such costs, regardless of the nature of the conduct and outcome of the tender.

We note that JSC "Nurbank" reserves the right to cancel or postpone the tender by informing potential suppliers who submitted tender applications about the cancellation or rescheduling, specifying the new date.

A potential supplier has the right to amend or withdraw its application before the deadline for tender submission. 

The tender will be conducted with or without the participation of the authorized representative of the potential service provider, depending on their availability.

Deadline for submitting tender documentation is by 12:00 on "_25_"  May 2021. Documents must be provided in a sealed envelope (with contact details indicated on the envelope) to the Bank's administration, located at Almaty, Abai Ave. 10 "V", office 204.

Additionally, please note that the form of the tender will depend on the quarantine (state of emergency) status in Almaty on the tender date. If quarantine is active on the tender date, it will be conducted remotely using "SKYPE" software.
