Dear ladies and gentlemen,

Nurbank JSC announces an open tender for the purchase of the Forcepoint Email Security system to protect against incoming threats, and invites potential suppliers to participate in the open tender, which will be held on January 21, 2021 at 14:30 at the building of Nurbank JSC, address: Almaty, Abay Ave., 10B, office 310.

Legal entities (potential service providers) meeting the following requirements by the time of the tender are allowed to participate:

• possess professional competence and experience, have the financial, material, and labor resources necessary to fulfill obligations in accordance with the service provision contract;
• have documented confirmation from the distributor for the right to sell hardware and software systems and provide technical support in the Republic of Kazakhstan.

• have no claims from Nurbank JSC on previously signed contracts;
• be solvent, not subject to liquidation, with no asset seizure, and not have suspended financial and economic activities under the laws of the Republic of Kazakhstan;
• comply with tax and other mandatory budget payments upon application submission and service contract conclusion;

The technical specification and product descriptions are in Appendix No. 5.

Tender application evaluation criteria:

• compliance with the aforementioned requirements;
• tender application compliance with technical specifications;
• proposed price;
• payment terms;
• equipment delivery terms.

The following document packages are required for tender participation:

1st package: Legal documentation

1) application for tender participation;

2) notarized copies of founding documents, legal entity registration documents;

3) copies of licenses (original for verification) for licensed activities;

4) notarized copy of the authorized representative's ID;

5) supplier's authorization for the representative to participate in the tender.

2nd package: Financial documentation

1) price proposals;

2) original bank statement confirming the applicant’s banking details and lack of overdue debts;

3) copies of financial statements for one year, stamped by the legal entity, and tax declarations for individual entrepreneurs;

4) original Tax Committee statement on debt absence;

5) information on the material and technical base availability.

3rd package: Other documentation

1) technical specifications, delivery conditions, deadlines.

2) For potential suppliers, an authorization letter from the manufacturers is required:

• with documents confirming rights to distribute and provide warranty services for user identification and authentication systems,
• with documents confirming rights to distribute licensed software and provide technical support in the Republic of Kazakhstan.

3) Availability of a service center or partner for warranty maintenance in Almaty or regions where the hardware and software complex is supplied (provide information with name, address, contact details).

4) Equipment must be from a serially produced line, tested at the manufacturer's factories. All components specified in the task must be included.

5) The potential supplier should have been operating in the market for at least 2 years.

6) Delivery must be complete in one go to the Customer's address.

7) The potential supplier bears all costs associated with tender application preparation and submission. The Bank and the tender commission are not liable for these costs, irrespective of the tender conduct and results.

The Bank's tender commission reserves the right not to disclose information regarding the evaluation and comparison of tender applications to potential service providers or anyone not officially involved in the evaluation process.

Nurbank JSC may cancel or postpone the tender with written notification to potential suppliers who submitted applications, indicating the cancellation or new date.

A potential supplier may modify or withdraw their application before the final tender documentation submission deadline.

The tender will be conducted with the participation of the service provider’s authorized person or without, if not participating.

The final deadline for tender documentation submission is 12:00 hours on January 20, 2021.
