Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of armed physical security services for JSC "Nurbank" objects and invites potential suppliers to participate in the tender, which will be held at the following address: Abay Ave. 10 "B", 3rd floor, room 310.

Tender type: open;

Start of auction: 14:30, October 15, 2020

End of auction: 16:00, October 15, 2020

Submission of proposals until: 17:00, October 14, 2020

Legal entities (potential service providers) who must meet the following requirements by the time of the tender are allowed to participate:

• Possess the necessary financial, material, and labor resources to fulfill obligations under the contract;
• Be solvent, not subject to liquidation, their property should not be under arrest, and their financial and economic activities should not be suspended in accordance with the legal framework of the Republic of Kazakhstan;
• Fulfill their obligations to pay taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of signing the procurement contract;
• Absence of substantial claims from JSC "Nurbank" regarding previously concluded contracts;
• Possession of an insurance policy compensating potential material damage of at least 100,000,000 (one hundred million) tenge;
• Possession of a state license to provide armed physical security services in the Republic of Kazakhstan;
• Availability of uniformed guards, firearms, and special tools;
• Application of a unified tariff for armed physical security positions/hours across the entire branch network of JSC "Nurbank";
• Existence of an own branch network in regions of Kazakhstan where JSC "Nurbank" branches are located;
• Operating in the market for at least 3 years;
• Experience working with second-tier banks for at least 3 years;
• Legal entity;

Evaluation criteria for tender applications:

• Compliance of the potential supplier with the above requirements;
• Compliance of the tender application with technical specifications;
• Proposed price;
• Payment conditions;

The following document packages are required for participation in the tender:

Package 1: Legal documentation

1) Application for participation in the tender as per the established form according to Appendix №1;

2) Notarized copies of the founding documents, registration/re-registration certificate of the legal entity (Charter, certificate of registration for VAT);

3) Copies of licenses (originals for verification) for conducting certain state-licensed activities;

4) Notarized copy of the document identifying the authorized representative of the supplier;

5) Supplier's power of attorney for the authorized person to participate in the Tender;

6) Decision of the authorized body of the legal entity on the election (appointment) of the executive body (manager), notarized copy of the document:

Package 2: Financial documentation

1) Price proposals; 

2) Original bank certificate confirming the applicant's bank details, no overdue debts before the bank;

3) Copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;

4) Original tax committee certificate at the supplier's registration location, confirming no tax arrears;

5) Copies of recommendations and reviews from legal entities/individual entrepreneurs who previously collaborated with the supplier, containing assessments of cooperation experience including timeliness, completeness, etc. (if available);

6) Information on the availability of material and technical base;

7) Copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. In case of accounting losses for the preceding two years, the participant must justify the price of the proposed product/service (for procurement of goods/works/services subject to international business operation).

8) Confirmation of consent to perform mutual settlements through the current account in JSC "Nurbank" under the Contract.

Package 3: Other documentation

• Provide information on the presence of a branch network according to Appendix №3 (appointment order, address, contact details of the representative).
• If available, provide recommendations on "Large Successful Projects in the Republic of Kazakhstan."
• The Potential Provider assumes all expenses related to the preparation and submission of their tender application, and the Bank and the tender commission are not responsible for these expenses, regardless of the nature of conduct and results of the tender.

We note that the Bank's Tender Commission reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential suppliers or any person not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written (electronic) notification to potential suppliers who submitted tender applications about the cancellation or rescheduling of the tender, indicating a new date.

The potential supplier has the right to modify or withdraw their application before the expiration of the final deadline for submission of tender applications.

The tender will be conducted with the participation of an authorized representative of the potential service provider, or without if the authorized representative does not participate.

The final deadline for submission of tender documentation is 17:00 on October 14, 2020. Documents are to be provided in a sealed envelope (with contact details indicated on the envelope) to the Bank's office located at Almaty, Abay Ave. 10 "B"., office 204.
