Dear Ladies and Gentlemen!
JSC "Nurbank" announces an open tender for the purchase of the information system "Internet Banking for Individuals" (including system technical support services) and invites potential suppliers to participate in the tender, which will be held at: 10 "v" Abay Ave, 3rd floor, room 310.
Type of tender: open;
Start of bidding: 14:30, April 30, 2020.
Proposal submission deadline: 12:00, April 29, 2020.
Legal entities (potential service providers) are allowed to participate in the tender, provided they meet the requirements listed in Appendix 1 at the time of the tender.
Tender submission evaluation criteria:
To participate in the tender, the following document packages must be provided:
Package 1: Legal Documentation
1) application for tender participation in the set form according to Appendix 2;
2) notarized copies of founding documents, registration/re-registration certificate of a legal entity (Charter, VAT registration certificate);
3) copies of licenses (original for verification) for conducting licensed activities by the state;
4) notarized copy of the document verifying the identity of the authorized representative of the supplier;
5) supplier's power of attorney for the authorized person to participate in the tender;
6) decision of the authorized body of the legal entity on the election (appointment) of the executive body (manager), notarized copy of the document;
7) Copy of the document confirming the ownership rights of the software and/or the right to distribute the software to end users, including the provision of delivery and technical support services.
Package 2: Financial Documentation
1) price offers, filled out in accordance with Appendix 4;
2) original bank statement confirming the applicant's bank details, absence of overdue debt to the bank by the applicant;
3) copies of financial reports for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;
4) original certificate from the Tax Committee at the supplier's place of registration confirming the absence of tax debt;
5) copies of recommendations and feedback from legal entities/individual entrepreneurs who previously cooperated with the supplier containing evaluations and characteristics of cooperation experience including timeliness, completeness of obligation fulfillment and more (if available);
6) information about the availability of a material-technical base;
7) copies of Corporate Income Tax Declarations for the 2 (two) years preceding the tender. If there are losses in tax accounting for the preceding two years, the participant must provide justification for the price of the proposed product/service (for procurement of goods/works/services that subsequently become the subject of an international business operation).
8) confirmation of consent to conduct mutual settlements during delivery under the Contract through a bank account in JSC "Nurbank".
We note that the Bank's Tender Commission reserves the right not to disclose information related to the review, evaluation, and comparison of tender submissions to potential service suppliers or to any other person not officially involved in the review, evaluation, and comparison of tender submissions.
JSC "Nurbank" is entitled to cancel or postpone the tender with a written (electronic) notice to potential suppliers who have submitted tender submissions regarding the cancellation of the tender or postponement with an indication of the new tender date.
A potential supplier has the right to modify or withdraw their submission prior to the final deadline for submission of tender documents.
The tender will be held with the participation of the authorized representative of the potential service supplier or without such, if the authorized person does not participate in the tender.
The final submission deadline for tender documentation is 12:00 hours on "06" May 2020. Documents must be provided in a sealed envelope (with contact details indicated on the envelope) in the Bank's office, located at Almaty, 10 "V" Abay Ave, room 204.
