Dear Ladies and Gentlemen!
JSC "Nurbank" announces an open tender for the procurement of an information system - Electronic Credit Dossier Storage for JSC "Nurbank".
Tender Type: open.
Tender start: December 5, 2019, 2:30 PM at the address: Abai ave. 10B, 3rd floor, 310, Grand conference hall.
End of bidding: 4:30 PM.
Submission of packages and proposals until 12:00 PM (inclusive) on December 4, 2019 at the address: Abai ave. 10B, office 204, Chancery.
Legal entities (potential service providers) that meet the following requirements at the time of the tender are allowed to participate:
1. Have the necessary financial, material, and labor resources to fulfill obligations in accordance with the supply contract
2. No significant claims from JSC "Nurbank" on previously concluded contracts
3. Be solvent, not subject to liquidation, no assets under arrest, and not have suspended financial-economic activities as per the legislation of the Republic of Kazakhstan or the legislation of the country of residence (of the potential supplier)
4. Fulfill tax and other mandatory payments to the budget at the time of application for participation in the tender and at the time of confirmation of the procurement contract
5. Have available the provision of additional consulting services regarding the procured system
6. Have successful implementations of the procured system in second-level banks / financial institutions
7. The potential supplier must have been in the market for no less than 5 years
8. The ability to provide proprietary technical consultation services regarding the procurement
9. Technical support services for the procured system
10. Payment conditions: post-payment of 100% of the contract amount after software delivery is preferred (or 50% prepayment and 50% after software delivery) via the Nurbank settlement account
11. Have a working system with the following functionality:
a) Systematic storage and cataloguing of information by document type: personal documents, corporate documents, indicating document locations
b) Customizable dossier card displaying document information, document description, and other information
c) Integration with the Bank's information systems: Colvir CBS, Credit Conveyor
d) Monitoring dossier completeness and document expiration, sending notifications on detected errors
e) Document processing history, version storage
f) Attribute-based search, document view
g) Access rights partitioning, role-based access to data stored in the system
h) Report generation, export in MS Office format (Excel, Word)
i) Bulk entry of scanned document copies
j) Control of scan-copy format and dimensions.
The technical specification is provided in Appendix №1.
Tender application evaluation criteria:
The following document packages are required to participate in the tender:
Package 1: Legal documentation
1) Application for participation in the tender in the established form according to Appendix №2 to this letter;
2) Notarized copies of incorporating documents, registration/re-registration certificates of the legal entity (Charter, VAT registration certificate);
3) Copies of licenses (originals for cross-verification) for the conduct of state-licensed activities (if the procured goods/works/services are subject to licensing);
4) Notarized copy of the ID of the authorized representative of the supplier;
5) Supplier's power of attorney to the authorized person for participation in the tender;
Package 2: Financial documentation
1) Original certificate from the servicing bank confirming the bank details of the applicant, absence of overdue debts to the bank;
2) Copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by seal if available;
3) Original certificate from the Tax Committee at the supplier's registration place confirming no tax arrears;
4) Copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing assessments and characteristics of cooperative experience including timeliness, completeness of obligations fulfillment, and so on (if available);
5) Pricing proposals;
6) Copies of Corporate Income Tax Declarations for the two years preceding the tender. In the event of losses in the tax accounting for the previous two years, the participant must provide justification for the offered item's/service's price (for procurements that subsequently become the subject of an international business operation).
Package 3: Additional documentation
1) Technical specifications, delivery conditions, timelines.
2) The potential Supplier bears all costs associated with the preparation and submission of its tender application, while the Bank's Tender Committee does not bear responsibility for these costs, regardless of the nature of the tender process and outcomes.
Note that the Bank's Tender Committee reserves the right not to disclose information concerning the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.
JSC "Nurbank" reserves the right to cancel or postpone the tender, with written notification to potential suppliers who have submitted tender applications, providing notice of the cancellation or the rescheduling with a new tender date.
A potential supplier has the right to modify or withdraw their application before the final deadline for submitting tender applications.
The tender will be conducted with the participation of an authorized representativeof the potential service provider or without them if the authorized person does not participate in the tender.
