Dear Ladies and Gentlemen!

Nurbank JSC announces an open tender for the extension of Eset antivirus software licenses and invites potential suppliers to participate in the open tender, which will be held on May 23, 2019, at 14:30 hours in the building of Nurbank JSC, located at: 10A Abay Avenue, Almaty, Office No. 310. 

Document submission deadline: 22-05-2019 12:00, at: 10A Abay Avenue, Almaty, office No. 204      

Legal entities (potential service providers) meeting the following criteria are eligible for the tender:

• Possess professional competence and experience, have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service contract;
• Documentary confirmation from the distributor for the right to sell the hardware-software complex and provide technical support within the Republic of Kazakhstan.

• No claims from Nurbank JSC on previously concluded contracts;
• Be financially viable, not subject to liquidation, no arrest on property, and no suspension of financial-economic activities in accordance with Kazakhstan legislation;
• Fulfill tax payment obligations and other mandatory payments to the budget at the time of bid submission and service contract conclusion; 

The technical specifications and product descriptions are stated in Appendix No. 5. 

Tender application evaluation criteria:

• Compliance of the potential supplier with the above requirements;
• Compliance of the tender application with the technical specifications of the tender documentation;
• Proposed price;
• Payment terms;
• Delivery time for equipment. 

Documents required for tender participation:

Package 1: Legal documentation

1) Tender participation application;

2) Notarized copies of founding documents, registration/re-registration certificate (Charter, certificate of VAT registration);

3) Copies of licenses (original for verification) required for activities licensed by the state (if applicable);

4) Notarized copy of the authorized representative's identity document;

5) Supplier's power of attorney for the authorized person to participate in the Tender; 

Package 2: Financial documentation

1) Price proposals;

2) Original bank statement verifying bank details and absence of overdue debts;

3) Copies of financial statements for one year, tax returns for individual entrepreneurs, stamped if applicable;

4) Original tax committee certificate on tax debt absence at supplier's registration place;

5) Information on the availability of material-technical base; 

Package 3: Other documentation

1) Technical specifications, delivery conditions, terms.

2) Authorization letter from the manufacturer's companies for potential suppliers:

• With confirming documents on the right to distribute and provide warranty service for user identification and authentication systems;
• With confirming documents on licensing software distribution/technical support within the Republic of Kazakhstan.

3) Availability of a service center or service partner for warranty service of delivered equipment in Almaty or delivery regions (provide information with name, address, contact details).

4) Equipment must be from a serially produced line, tested at the manufacturer's facilities. The assembly includes all components specified in the assignment.

5) The potential supplier's market presence should be at least 2 years.

6) Delivery must be made in full and once to the Customer's address.

7) The potential supplier bears all costs associated with bid preparation and submission, and the Bank and tender commission are not responsible for these costs, regardless of the tender's nature and results. 

We note that the Bank's Tender Commission may not disclose information related to the consideration, evaluation, and comparison of tender applications to potential service providers or any non-participating person.

Nurbank JSC reserves the right to cancel or postpone the tender, notifying potential suppliers submitting applications of the cancellation or postponement, indicating a new date.

Potential suppliers have the right to amend or withdraw their application before the final deadline for submission.

The tender will proceed with or without the authorized representative  of the potential service provider.
