Dear Ladies and Gentlemen!

NurBank JSC announces an open tender for the procurement of computer and peripheral equipment under the following three lots:

  • LOT №1 "Monoblock, System Unit, Laptop, Monitor"
  • LOT №2 "MFP, Scanner"
  • LOT №3 "UPS"

Tender type: open:

Tender start: 16.05.2019 at 14:30, address: 10V Abay Ave., 3rd floor, room 310, large conference hall;

Bidding ends: 16:30;

Submission of documents and proposals by 12:00 (inclusive) on 15.05.2019 at address: 10V Abay Ave.; Office 204, clerical services.

The tender is open to legal entities (potential service providers) who must meet the following requirements by the time of the tender:

  • Possess professional competence and work experience, have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service agreement;
  • Availability of a service center or service partner for warranty service of supplied equipment in the cities of Almaty, Astana, Aktau, Atyrau, Aktobe, Uralsk, Petropavlovsk, Shymkent, Karaganda, Pavlodar, Kostanay, Semey, Oskemen, Taldykorgan, Kokshetau, Taraz (provide information specifying the name, address, and contact details);
  • Warranty period for equipment – no less than 1 year for the entire range;
  • The potential Supplier bears all costs related to the preparation and submission of its tender proposal, and the Bank and tender committee are not responsible and bears no obligations for these costs, regardless of the nature of the conduct and the results of the tender;
  • Potential supplier's operation in the computer equipment market for at least 2 years;
  • Deliveries to Almaty and the regions should be made according to the schedule provided by NurBank JSC;
  • The cost of each unit of goods is fixed during the contract for additional purchases if the Buyer needs additional units beyond the technical specifications;
  • The supplier bears all transportation costs for delivery of at least 10 units of computer equipment and peripherals failing during the warranty period to and from the service center to the Customer's location in Kazakhstan (delivery cost must be included in the price of goods);
  • Terms of payment: 50% prepayment, 50% upon delivery of goods.
  • No claims from NurBank JSC under previously concluded contracts;
  • Be solvent, not subject to liquidation, no seizure of assets, business activity not suspended under the laws of the Republic of Kazakhstan;
  • Fulfill obligations to pay taxes and other mandatory payments to the budget as at the application submission for participation in the tender and at the time of signing the service agreement;

Technical specifications and descriptions of software products are provided in Appendix №1 (LOT №1, LOT №2, LOT №3).

Criteria for evaluating tender proposals:

  • Compliance of the potential supplier with the above requirements;
  • Compliance of the tender proposal with the technical specifications of the tender documentation;
  • Proposed price;
  • Terms of payment;
  • Delivery times for the equipment.

To participate in the tender, the following document packages must be provided:

1 package: Legal documentation

1) Application for participation in the tender as per the established form according to Appendix №5 to this letter;

2) Notarized copies of founding documents, certificate of registration/re-registration of a legal entity (Statute, VAT registration certificate);

3) Copies of the license (original for verification) for conducting state-licensed activities (if the activity concerning the goods/works/services being procured is subject to licensing);

4) Notarized copy of the identity document of the authorized representative of the supplier;

5) Supplier's power of attorney to the authorized representative for participation in the Tender;

2 package: Financial documentation

1) Original bank statement confirming the applicant's banking details, no overdue debts to the bank;

2) Copies of financial statements for legal entities for one year, sealed by the legal entity, tax declarations for individual entrepreneurs, stamped if available;

3) Original certificate from the Tax Committee at the supplier's registration location confirming no tax payment arrears;

4) Copies of recommendations and reviews from legal entities/individual entrepreneurs who have previously cooperated with the supplier, including assessments of cooperation experience, such as timeliness, completeness of obligations, etc. (if available);

5) Information on the availability of material and technical base;

6) Price proposals;

7) Confirmation of agreement to settle via a current account with NurBank JSC under the Contract.

3 package: Miscellaneous documentation

1) Description and technical documentation of the supplied equipment;

2) Conditions of delivery and warranty service for the equipment;

3) Delivery terms;

3) Availability of service centers in Kazakhstan (provide information specifying names, addresses, contact details).

Please note that the Bank's Tender Committee reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential suppliers or any other persons not officially involved in the review, evaluation, and comparison of tender applications.

NurBank JSC reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications about the cancellation or rescheduling, specifying the new tender date.

A potential supplier has the right to amend or withdraw their application before the final deadline for submission of tender applications.

The tender will be held with the participation of an authorized representative of the potential service supplier or without such if no authorized representative participates.

The final deadline for submission of tender documentation is 12:00 on May 15, 2019.
