Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of the Oktell software package and invites potential suppliers to participate in the open tender to be held on March 14, 2019, at 14:30 at the JSC "Nurbank" building, located at: Almaty, Abay Ave., 10 "V", office No. 310.

Document submission deadline: March 13, 2019, 12:00, at the address: Almaty, Abay Ave., 10 "V", office No. 204.

Legal entities (potential service providers) who wish to participate in the tender must meet the following requirements by the time the tender is held:

• possess professional competence and experience, have the necessary financial, material, and labor resources to fulfill obligations under the service agreement;
• documentary evidence from the distributor for the right to sell the hardware and software package and provide technical support within the Republic of Kazakhstan;
• not have any claims from JSC "Nurbank" on previously concluded agreements;
• be solvent, not subject to liquidation, not have its property seized, and its financial and economic activities should not be suspended in accordance with the legislation of the Republic of Kazakhstan;
• fulfill all tax and other mandatory payment obligations to the budget at the time of the application submission for participation in the tender and at the time of concluding the service agreement.

The technical specifications and descriptions of the software products are provided in Appendix No. 5.

Evaluation criteria for tender applications:

• compliance of the potential supplier with the aforementioned requirements;
• compliance of the tender application with the technical specifications of the tender documentation;
• proposed price;
• payment terms;
• delivery times of the equipment.

To participate in the tender, the following document packages must be submitted:

Package 1: Legal documentation

1) application for participation in the tender;

2) notarized copies of founding documents, legal entity registration/re-registration certificate (Charter, VAT registration certificate);

3) copies of licenses (original for review) for conducting state-licensed activities, if applicable;

4) notarized copy of the identity document of an authorized representative of the supplier;

5) power of attorney from the supplier to the authorized person to participate in the tender.

Package 2: Financial documentation

1) pricing proposals;

2) original bank statement confirming the bank details of the applicant and absence of overdue debts;

3) copies of financial statements for legal entities for one year, sealed by the legal entity; tax declarations for individual entrepreneurs, sealed if available;

4) original certificate from the Tax Committee at the supplier's registration location confirming no tax debts;

5) information on existing material and technical resources.

Package 3: Other documentation

1) technical specifications, delivery conditions, timeframes.

2) For potential suppliers, an authorization letter from the manufacturer is required, confirming the right to distribute and provide warranty service for the Oktell software package and rights to distribute licensed software and provide technical support within the Republic of Kazakhstan.

3) The presence of a service center or service partner for technical support and consulting of the software package (provide information indicating the name, address, contact details).

4) All components outlined in the specification must be included.

5) The potential supplier must have been operating in the market for at least 1 year.

6) Delivery must be made once and in full to the Customer's address.

7) The potential supplier bears all expenses related to the preparation and submission of their tender application, and the Bank and the tender commission are not responsible for these expenses, regardless of the nature of the tender process and results.

Please note that the Bank's Tender Commission reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other individual not officially involved in the reviewing, evaluating, and comparing of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications, specifying the cancellation or rescheduling of the tender with an indication of the new date.

A potential supplier has the right to amend or withdraw their application before the final deadline for submitting tender applications.

The tender will be conducted with the participation of an authorized representative of the potential service provider or without participation if the authorized representative does not participate in the tender.

The final deadline for submitting tender documentation is 12:00 on March 13, 2019.
