Dear Ladies and Gentlemen,
JOINT STOCK COMPANY “Nurbank”, located at 050010, Almaty, Abay Avenue, 10B, announces an open tender for the selection of a service provider for placing JSC "Nurbank" equipment in a rented data center infrastructure.
Legal entities (potential service providers) are invited to participate in the tender, who by the time of the tender can provide services for the placement of JSC "Nurbank" equipment in the rented data center infrastructure, in accordance with the Technical Specification (Appendix 1).
Selection criteria (main requirements for potential suppliers):
1) possess the necessary financial, material, and labor resources to fulfill obligations according to the service provision contract;
2) absence of significant claims from JSC “Nurbank” on previously concluded contracts;
3) be solvent, not subject to liquidation, no seizure should be applied to its property, and its financial and economic activities should not be suspended as per the legislation of the Republic of Kazakhstan;
4) fulfill obligations for paying taxes and other obligatory payments to the budget at the time of application submission for the tender and at the time of concluding the procurement contract;
5) have the necessary range of infrastructure rental and communication services;
6) have experience in implementing similar services for banks and other financial organizations;
7) meet the requirements of the technical specification for the requested services;
8) the potential supplier should have been operating in the market for at least 5 years;
9) provide detailed service provision conditions ensuring the necessary service level;
10) regular payment terms for the provided services.
List of necessary tender documentation for participation in the tender:
Package 1: Legal documentation
1) application for participation in the tender as per the established form according to Appendix 2;
2) notarized copies of founding documents, certificate of registration/re-registration of the legal entity (Charter, certificate of value-added tax registration);
3) copies of the license (original for verification) for activities licensed by the state (if the activities concerning the procured goods/works/services are subject to licensing);
4) notarized copy of the document certifying the identity of the authorized representative of the supplier;
5) supplier's power of attorney to the authorized person for participation in the Tender;
6) draft SLA (Service Level Agreement) on the level of provided service indicating conditions and list of services provided.
Package 2: Financial documentation
1) original certificate from the servicing bank, confirming the banking details of the applicant, absence of overdue debts at the applicant's bank;
2) copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by the seal if available;
4) original certificate from the Tax Committee at the location of the supplier registration confirming the absence of tax payment arrears;
5) copies of recommendations and references from legal entities/individual entrepreneurs previously collaborating with the supplier, containing evaluations and characteristics of cooperation experience, including timeliness, completeness of obligations fulfillment, etc. (if available);
6) information about the availability of material and technical base;
7) price proposals concerning the cost of the proposed services and additional costs for communication services (on rental conditions for up to 5 years, or performing works for their organization for JSC “Nurbank”) according to the template in Appendix 3;
8) availability of information about the applicant's registration on the ETZ (if available);
9) copies of Corporate Income Tax declarations for 2 (two) years preceding the Tender. In case of losses in tax accounting for the previous two years, the participant needs to provide justification of the proposed product/service price (for procurement of goods/works/services that subsequently become the subject of an international business operation);
10) commercial proposal for the offered services indicating costs of one-time and regular expenses as per Appendix 2 “Technical Specification for services for the placement of JSC "Nurbank" equipment in the rented data center infrastructure providing communication services”.
Package 3: Other documentation
1) Reference information on the compliance of the proposed data center rental infrastructure with the requirements of the ST RK ANSI/TIA-942-A-2016 standard (a set of infrastructure requirements for Data Centers, tables 11-14).
2) Terms of providing guaranteed service with SLA (Service Level Agreement) on rental of 2 racks in the data center infrastructure of the renter, height 42U and the power consumption of installed rack equipment up to 6kW.
3) Proposed options for organizing a communication channel between the rented data center infrastructure and the JSC “Nurbank” building at 168B Zheltoksan Avenue (on rental conditions of optical-fiber channels with at least 6 fibers for up to 5 years, or performing its installation through own means or a subcontractor).
We note that the Bank's Tender Commission is entitled not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other person, officially not involved in the review, evaluation, and comparison of tender applications.
JSC “Nurbank” reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications about the cancellation of the tender or the rescheduling with an indication of the new conduct date.
A potential supplier has the right to change or withdraw its application before the final submission deadline of the tender applications.
The tender will be conducted with the participation of an authorized representative of the potential service provider, or without such if the authorized representative will not participate in the tender.

The tender will be held at 14:30 on January 10, 2018 in the building of JSC “Nurbank” at Abay Avenue 10 B, 3rd floor, large conference hall 310.
The final submission deadline for the tender documentation is until 12:00 on January 10, 2018. The participant must provide a commercial proposal in a sealed envelope addressed to Asel Lakbayeva, Lead Specialist of the Cost and Asset Controlling Department of the Budgeting and Controlling Management Division of JSC "Nurbank" before 12:00 on January 10, 2018
