Dear Ladies and Gentlemen!
JSC "Nurbank", located at the address: 050010, Almaty, 10 Abay St., announces an open tender for selecting a service provider for colocating JSC "Nurbank" equipment in leased data center infrastructure.
Legal entities (potential service providers) that, at the time of the tender, can provide services for colocating JSC "Nurbank" equipment in leased data center infrastructure, in accordance with the Technical Specification (Appendix 1), are eligible to participate in the tender.
Selection Criteria (main requirements for potential suppliers):
- Possess the necessary financial, material, and labor resources to fulfill obligations according to the service contract;
- No significant claims from JSC "Nurbank" based on previously concluded contracts;
- Be solvent, not subject to liquidation, have no asset attachment, and their financial and business activities should not be suspended as per the legislation of the Republic of Kazakhstan;
- Fulfill tax obligations and other mandatory budget payments by the time of tender application and contract signing;
- Have a necessary range of services for infrastructure leasing and communication services;
- Experience in delivering similar services to banks and other financial organizations;
- Compliance with the requirements of the technical assignment for the requested services;
- Operating in the market for at least 5 years;
- Provide a detailed description of service conditions ensuring the required service level;
- Regular basis payment terms for provided services.
List of necessary tender documentation for participation:
1st Package: Legal documentation
- Tender application in the specified form, according to Appendix 2;
- Notarized copies of founding documents, registration/re-registration certificate of the legal entity (Charter, certificate of VAT registration);
- Copies of licenses (original for verification) for any licensed state activities (if the activities related to procured goods/works/services require licensing);
- Notarized copy of the document verifying the identity of the authorized representative of the supplier;
- Power of attorney given by the supplier to the authorized representative for tender participation;
- SLA (Service Level Agreement) draft for provided services, indicating terms and listed services.
2nd Package: Financial documentation
- Original bank reference confirming the applicant's banking details,
- No overdue debts to the bank by the applicant;
- Copies of financial statements for legal entities for one year, certified by the legal entity stamp, and tax declarations for individual entrepreneurs, certified by stamp if available;
- Original tax committee reference located at supplier's registration place confirming no tax debts;
- Copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing evaluations and cooperation experience characteristics including timeliness, completeness of obligations, and more (if available);
- Information on the available material and technical base;
- Price proposals breaking down the cost of offered services and additional communication services expenses (under a lease term of up to 5 years or organization work for JSC "Nurbank") according to the template in Appendix 3;
- Information about registration of the applicant on the electronic trading platform (if available);
- Copies of Corporate Income Tax Declarations for 2 (two) years preceding the tender. If there are losses in tax reporting for the preceding two years, participants must justify the price of the proposed goods/services (for procurements that are subjects of an international business operation later on);
- Commercial offer for services provided indicating costs of one-time and regular expenses in accordance with Appendix No.2 "Technical Specifications for placing JSC "Nurbank" equipment in leased data center infrastructure providing communication services".
3rd Package: Other documentation
- Reference information on compliance of proposed leased data center infrastructure with standard ST RK ANSI/TIA-942-A-2016 (requirements for data center infrastructure, tables 11-14).
- Guaranteed service conditions with SLA (Service Level Agreement) for leasing 2 racks in the tenant's data center infrastructure at 42U height and up to 6kW power consumption for installed rack equipment.
- Proposed options for organizing a communication channel between rented data center infrastructure and JSC "Nurbank" building at Zheltoksan Ave., 168B (optical fiber lease terms no less than 6 fibers for up to 5 years, or performance of its laying works by own forces or through a subcontractor).
The Bank's Tender Commission shall not disclose information concerning the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.
JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications about the cancellation or postponement, specifying a new date.
A potential supplier has the right to amend or withdraw their application before the final tender application deadline.
The tender will be conducted with or without the participation of an authorized representative of the potential service provider if the authorized person does not partake in the tender.

The tender will be held at 14:30 on December 27, 2018, at the JSC "Nurbank" building at 10 Abay St., 3rd floor, room 310, large conference hall.
The final tender documentation submission deadline is 12:00 on December 26, 2018. The participant must provide a commercial proposal in a sealed envelope addressed to Asel Lakbaeva, Lead Specialist of the Cost Control and Asset Department, Management of Budgeting and Controlling of JSC "Nurbank" by 12:00 on December 26, 2018, at 10 Abaya Ave. "V".
