Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of armed physical security services for the facilities of JSC "Nurbank", and invites potential suppliers to participate in the tender, which will take place at the address: Abay Ave 10 'v', 3rd floor, office 310.

Start of trading: at 15:30, November 29, 2018

End of trading: at 16:30, November 29, 2018

Submission of proposals by: 18:00, November 28, 2018

Legal entities (potential service providers) are allowed to participate in the tender who must meet the following requirements at the time of the tender:

• Possess the necessary financial, material, and labor resources to fulfill obligations in accordance with the contract;
• Be solvent, not subject to liquidation, not have property under arrest, and its financial and economic activities should not be suspended in accordance with the legislation of the Republic of Kazakhstan;
• Fulfill their tax and other mandatory payments to the budget at the time of application for participation in the tender and at the time of signing the procurement contract;
• No significant claims from JSC "Nurbank" on previously concluded contracts;
• Have an insurance policy for compensation of possible material damage in an amount not less than 200,000,000 (two hundred million) tenge;
• Have a state license to provide armed physical security services in the territory of the Republic of Kazakhstan;
• Security guards should have uniforms, firearms, and special means;
• Application of a unified tariff for the payment of posts/hour of armed physical security throughout the branch network of JSC "Nurbank";
• Possess their own branch network in the regions of Kazakhstan where JSC "Nurbank" branches are located;
• The potential supplier must have been operating in the market for at least 3 years;
• Experience working with second-tier banks for at least 3 years;
• Legal entity;
• The company must be registered in Almaty, with its head office located in Almaty;

Tender application evaluation criteria:

• Compliance of the potential supplier with the above requirements;
• Compliance of the tender application with technical specifications;
• Proposed price;
• Payment terms;

To participate in the tender, it is necessary to provide the following document packages:

1st package: Legal documentation

1) Application to participate in the tender in the established form, in Kazakh/Russian languages;

2) Notarized copies of constituent documents, certificate of registration/re-registration of a legal entity (Charter, Certificate of Taxpayer Registration for Value Added Tax);

3) Copies of the license (original for verification) for conducting state-licensed activities (if the activities for the procured goods/works/services require licensing);

4) Notarized copy of the document identifying the authorized person - representative of the supplier;

5) Power of attorney from the supplier to the authorized person for participation in the Tender;

6) Decision of the authorized body of the legal entity on the election (appointment) of the executive body (manager), notarized copy of the document:

2nd package: Financial documentation

1) Pricing proposals;
2) Original certificate from the servicing bank, confirming the bank details of the applicant, the absence of overdue debt of the applicant to the bank;
3) Copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by seal if available;
4) Original certificate from the Tax Committee at the place of registration of the supplier about the absence of tax debt;
5) Copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing assessments and characteristics of the cooperation experience, including timeliness, completeness of obligations, and more (if available);
6) Information on the availability of a material and technical base;
7) Information on the registration of the applicant on the ETP (if available);
8) Copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. If there are losses in tax accounting for the two previous years, the participant must provide justification for the price of the offered goods/services (for procurement of goods/works/services that subsequently form the subject of an international business operation).

3rd package: Other documentation

• Provide information on the presence of a branch network according to Application 1 (order of appointment, address, contact details of the representative).
• If available, provide recommendations "Major successful projects in the territory of the Republic of Kazakhstan."
• The potential Supplier bears all expenses related to the preparation and submission of its tender application, and the Bank and the tender commission are not responsible and do not oblige to cover these expenses, regardless of the nature of the conduct and results of the tender.

Please note that the Bank's Tender Commission reserves the right not to disclose information related to the review, evaluation, and comparison of tender applications to potential suppliers of services or any other person not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" has the right to cancel or postpone the tender with written (electronic) notification of potential suppliers who submitted tender applications about the cancellation of the tender or postponement, indicating the new date.

The potential supplier has the right to modify or withdraw its application before the final deadline for submission of tender applications.

The tender will be held with the participation of the authorized person of the potential service supplier or without such if the authorized person will not participate in the tender.
