Dear ladies and gentlemen!

JSC 'Nurbank' announces an open tender for the procurement of security monitoring and maintenance services for security and fire alarm systems, automatic fire extinguishing, video surveillance, and access control systems in the premises where JSC 'Nurbank' is located, and invites potential service providers to participate in the tender to be held at: Almaty, Abai Avenue 10B, 3rd floor, conference hall 310.

Tender type: open

Start of the bidding process: November 29, 2018 at 2:30 PM, at: Almaty, Abai Avenue 10B.

End of the bidding process: November 29, 2018 at 4:30 PM, at: Almaty, Abai Avenue 10B.

Submission of proposals by: 6:00 PM on November 28, 2018 at: Almaty, Abai Avenue 10B.

Legal entities (potential service providers) are allowed to participate in the tender, provided they meet the following requirements at the time of the tender:

• Possess the necessary financial, material, and labor resources to fulfill obligations according to the contract;
• Be solvent, not subject to liquidation, without any seizure on assets, and their financial and economic activity should not be suspended according to the legislation of the Republic of Kazakhstan;
• Comply with obligations for the payment of taxes and other mandatory payments to the budget at the time of application for participation and conclusion of the procurement contract;
• No significant claims from JSC 'Nurbank' on previously concluded contracts;
• Possess an insurance policy for potential material damage, including liability to third parties within the framework of rendered services;
• Have a state license for providing armed security services within the Republic of Kazakhstan and meet the requirements as per Appendix No. 1 to this announcement;
• Have rapid response teams (RRT) for responding to alarm signals in the premises where JSC 'Nurbank' is located, according to Appendix No. 1 to this announcement;
• Have qualified personnel and material and technical resources to ensure uninterrupted operation of security systems (security and fire alarm systems, video surveillance, access control, and automatic fire extinguishing) in the premises where JSC 'Nurbank' is located, according to Appendix No. 1 to this announcement;
• Have a branch network (representations) within the Republic of Kazakhstan, according to Appendix No. 1 to this announcement;
• Have been operating in the market for at least 3 years;
• Have experience with second-tier banks for at least 3 years;
• Status – legal entity;
• Registration and headquarters of the potential service provider – Almaty.

To participate in the tender, the following document packages must be provided:

1st package: Legal documentation

1) Application for participation in the tender in the established form, according to the Application (Appendix No. 2 to this announcement) in Kazakh/Russian languages;

2) Notarized copies of the constituent documents, registration/re-registration certificate of a legal entity (Charter, VAT registration certificate);

3) Copies of the license (original for verification) for licensed activities;

4) Notarized copy of the document certifying the identity of the authorized representative of the service provider;

5) Power of attorney from the service provider to the authorized person for participation in the tender;

2nd package: Financial documentation

1) Price proposals;

2) Original certificate from the servicing bank confirming the bank details of the applicant and the absence of overdue debts with the bank;

3) Copies of financial statements for legal entities for one year, stamped by the legal entity, and tax declarations for individual entrepreneurs, stamped if available;

4) Original certificate from the Tax Committee at the supplier's place of registration about the absence of tax debts;

5) Copies of recommendations and reviews from legal entities/individual entrepreneurs previously working with the supplier, containing assessments and characteristics of cooperation experience, including timeliness, completeness of obligations, and more (if available);

6) Information on the available material and technical base;

7) Availability of information on the applicant's registration on the ETP (if available);

8) Copies of corporate income tax declarations for the 2 (two) years preceding the Tender. In case of losses in tax accounting for the previous two years, the participant must provide a justification for the price of the proposed goods/services (for the procurement of goods/services that subsequently form the subject of an international business transaction).

3rd package: Other documentation

1) Provide information about the branch network according to Appendix 1 to this announcement (appointment order, address, contact details of the representative).

2) If available, provide recommendations for 'Large successful projects within the Republic of Kazakhstan.'

The Potential Supplier bears all costs associated with preparing and submitting their tender application, and the Bank and the tender commission do not answer and are not obliged for these costs, regardless of the nature of the tender proceedings and results.

We note that the Bank's Tender Commission has the right not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service providers or any other party officially not involved in the consideration, evaluation, and comparison of tender applications.

JSC 'Nurbank' reserves the right to cancel or postpone the tender, with written notification of potential suppliers who submitted tender applications, regarding the cancellation or postponement with the indication of a new date.

The potential supplier has the right to modify or withdraw their application before the deadline for submission of tender applications.

The tender will be conducted with the participation of the authorized representative of the potential service provider or without such if the authorized person does not participate in the tender.
