Appendix № 2. Tender Participation Application

Dear Ladies and Gentlemen!

JSC 'Nurbank' announces an open tender for the procurement of services for the delivery of correspondence, packages, and cargo across the cities of the Republic of Kazakhstan (including remote villages), internationally and within the city for the conclusion of a Framework Agreement for the Head Bank and branch network of JSC 'Nurbank':

  • Lot №1. Procurement of delivery services for correspondence, packages, and cargo across the cities of the Republic of Kazakhstan (including remote villages), internationally and within the city for the conclusion of a Framework Agreement for the Head Bank and branch network of JSC 'Nurbank'.

Tender type: open:

Tender start date: August 23, 2018, at 14:30, at the address: Ave. Abay 10V, 3rd floor, room 310;

Tender end: __:__h.;

Collection of packages and proposals until 12:00 (inclusive) on August 22, 2018, at the address: Ave. Abay 10V, room 204, Chairman's Office.

Legal entities (potential service providers) are eligible to participate in the tender if they meet the following requirements according to Appendix 1 of this announcement:

1) Fulfill their tax and other obligatory payments to the budget as of the application submission for tender participation and at the time of concluding the procurement agreement;

2) Payment terms: in the month following the month in which services were provided;

3) Agreed-upon time with the Customer for accepting shipments intended for transportation on a 'door-to-door' basis:

- within the city;

- across the Republic of Kazakhstan;

- to CIS countries and beyond.

4) Provision of additional gratuitous (free-of-charge) services for the Customer:

- free courier call,

- provision of specialized packaging (paper, polyethylene, air envelopes) free of charge;

- provision of floor scales for measuring actual and dimensional weight of shipments free of charge;

5) Provision of necessary information to the Customer about the time of delivery of correspondence free of charge via telephone;

6) Provision of delivery confirmation of correspondence (original notification) upon the Customer's request free of charge

7) Guaranteed delivery terms in days (express up to 2 calendar days, economy up to 5 calendar days);

8) Presence of own representation in the cities of the RK;

9) Re-dispatching of a courier by additional call for urgent document dispatch (free of charge);

10) Experience in the postal-courier services market for at least three years.

The technical specification for the procurement of postal-courier services is provided in Appendix 2 to this announcement.

Criteria for evaluating tender applications:

  • Compliance of the potential supplier with the above requirements;

To participate in the tender, the following documents package must be provided:

Package 1: Legal documentation

1) Application for tender participation in the established form, according to Appendix 3 of this announcement;

2) Notarized copies of founding documents, registration/re-registration certificate of a legal entity (Charter, certificate of VAT registration);

3) Copies of licenses (originals for verification) for carrying out state-licensed activities (if the activities for the purchased goods/works/services are subject to licensing);

4) Notarized copy of the document confirming the identity of the authorized representative of the supplier;

5) Power of attorney from the supplier to an authorized entity to participate in the Tender;

Package 2: Financial documentation

1) Original certificate from the servicing bank confirming the bank details of the applicant, absence of overdue debt of the applicant to the bank;

3) Copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;

4) Original certificate from the Tax Committee at the supplier's registration location on the absence of tax payment arrears;

5) Copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing evaluations and characteristics of cooperation experience including timeliness, completeness of obligations, and others (if available);

6) Information on the availability of material and technical base;

7) Price (commercial) offer;

8) Copies of Corporate income tax declarations for 2 (two) years preceding the Tender. In the presence of losses in tax accounting for the previous two years, the participant must provide a justification of the proposed price for goods/services (for purchases of goods/works/services which subsequently are subject to international business transactions).

Package 3: Other documentation

1) Recommendation letters;

2) Availability of own representation in the cities of RK (provide information with address, contact details).

The potential Supplier bears all expenses related to the preparation and submission of its tender application, and the Bank and the tender commission are not responsible or liable for these expenses, regardless of the nature of the conduct and outcomes of the tender.

On our part, we note that the Bank's Tender Commission has the right not to disclose information concerning the consideration, evaluation, and comparison of tender applications to potential service providers or any other party not officially involved in the consideration, evaluation, and comparison of tender applications.

JSC 'Nurbank' reserves the right to cancel or postpone the tender with a written notification to potential suppliers who submitted tender applications about the cancellation of the tender or postponement with an indication of the new tender date.

The potential supplier has the right to modify or withdraw its application before the final submission deadline for tender applications.

The tender will be held with the participation of the authorized representative of the potential service provider or without such if the authorized representative will not participate in the tender.

The final submission deadline for tender documentation is 12:00 on August 22, 2018.
