Appendix No. 1. Technical Specification

Dear Ladies and Gentlemen!

Nurbank JSC announces an open tender with a reverse auction for the production and placement of advertising and informational audio clips in national advertising slots on radio. The names of radio stations, required volume, place and terms of services, and detailed specifications are indicated in the tender documentation.

A framework agreement will be concluded with the company offering the best conditions as a result of the competition, valid until 31.12.2018. Recommendation / thank you letters may be requested during the tender process.

Tender type: open

Auction start: May 17, 2018 at 14:30, at the address: Almaty, Abay Avenue 10 "b".

Proposal collection deadline: May 16, 2018 at 14:00, at the address: Almaty, Abay Avenue 10 "b".

Selection criteria (main requirements for potential suppliers):

  • Minimum period of operation in the advertising/information placement market in the media for at least 1 year considering succession. Confirmed by an official letter in the form of a participant indicating the date of establishment (on letterhead, certified by the seal), and the organization's Charter.
  • Preferably having an official subscription to major media planning tools with leading research companies specializing in the study of mass media and advertising. TNS Central Asia should provide an official confirmation letter.
  • Availability of professional and technical competence, financial and other resources for contract execution. Annual turnover of at least 100,000,000 (one hundred million tenge), which must be confirmed by copies of Acts of completed work (services) for advertising placement on the radio for 2016, 2017 years;
  • Ability to start work immediately after signing the service agreement.
  • Necessary labor resources for contract execution.
  • Participants must not be an organization whose property is under arrest, whose activities are suspended, or under liquidation. No bankruptcy procedure or competitive production should take place concerning the organization.
  • Fixed prices for work performance throughout the agreement's duration until December 31, 2018.
  • Payment: 80% advance payment, 20% post-delivery;
  • Opening an account for service payment in Nurbank JSC;
  • Legal entity status;
  • Supplier registration and headquarters - Almaty.

The participant must submit a commercial offer in a sealed envelope addressed to Ainura Meirkyzy, Leading Specialist of the Cost Management and Asset Management Budgeting Department of Nurbank JSC, by 14:00 on May 16, 2018, at the address: Almaty, Abay Avenue 10 "b". Information should also be sent to the email address: MSinilova@nurbank.kz.

The following documents are required to participate in the tender:

Legal documentation

1) application for participation in the tender in the prescribed form, according to Appendix No. 4 to this letter in Kazakh/Russian languages;

2) notarized copies of constituent documents, registration/re-registration certificate of a legal entity (Charter, VAT registration certificate);

3) copies of the license (original for verification) for carrying out state-licensed activities (if the goods/works/services being procured require licensing);

4) notarized copy of the document certifying the identity of the authorized person - supplier representative;

5) supplier power of attorney to the authorized person for participation in the Tender;

Financial documentation

1) completed legal entity questionnaires according to Internal Control Rules against money laundering and terrorist financing in Nurbank JSC;

2) original bank certificate confirming the applicant's bank details, absence of overdue debts to the bank;

3) copies of financial statements for a year for legal entities, certified by the legal entity seal, tax declarations for individual entrepreneurs, certified by the seal if available;

4) original certificate from the Tax Committee at the supplier's registration place about the absence of tax debts;

5) information on the availability of material and technical base;

6) price offer, including technical specifications, delivery conditions, and terms;

7) copies of Corporate Income Tax Declarations for two years preceding the Tender. In case of tax losses for the previous two years, the participant must provide justification for the price of the proposed goods/services (for subsequent international business transactions).

Other documentation

At least 2 (two) copies of recommendations and reviews from other banks previously cooperating with the supplier, containing evaluations and characteristics of the cooperation experience, including timeliness, completeness of obligations fulfillment, and more.

Potential Supplier bears all costs related to preparing and submitting its tender application, and Nurbank JSC and the tender commission are not responsible for these costs regardless of the nature and results of the tender. On our part, we note that Nurbank JSC is entitled to cancel or postpone the tender with written notification to potential suppliers who have submitted tender applications of the cancellation or postponement, specifying the new date. The potential supplier has the right to change or withdraw its application before the final tender application submission deadline.
