Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender with a reverse auction for the production and placement of advertising and informational audio clips in national radio advertising blocks. The list of radio stations, required volume, location and terms of service, and detailed specifications are provided in the tender documentation.

The framework agreement will be concluded until December 31, 2018, with the company that offers the best conditions. During the tender, recommendation/thank-you letters may be requested.

Tender type: open

Start of auction: May 3, 2018, at 5:30 PM, at the address: Almaty, Abay Avenue 10 "b".

Submission of proposals until: May 2, 2018, at 2:00 PM, at the address: Almaty, Abay Avenue 10 "b".

Selection criteria (main requirements for potential suppliers):

• A minimum of 5 years of activity in the advertising/information placement market in the media, considering succession. Confirmed by an official letter in the participant's form indicating the date of foundation (on letterhead, sealed), and the company's Charter.
• Preferably having an official subscription to the main media planning tools with leading research companies specializing in studies of mass media and advertising. TNS Central Asia must provide an official confirmation letter.
• Possession of professional and technical competence, financial and other resources to perform the contract. Annual turnover of at least 300,000,000 (three hundred million tenge), which must be confirmed by copies of Acts of completed works (services) for radio advertising placement for 2016, 2017;
• Ability to commence work immediately after signing the service provision contract.
• Availability of necessary labor resources to execute the contract.
• Participants must not be a company whose assets are under arrest, whose operations are suspended, or which is undergoing liquidation. No bankruptcy proceedings or competitive production should be pending against the company.
• Fixed prices for the duration of the contract, until December 31, 2018.
• · Payment: 80% prepayment, 20% post-payment (after delivery);
• · Opening an account for payment in JSC "Nurbank";
• · Status – legal entity;
• Registration and head office of the potential service supplier - Almaty.

The participant must submit a commercial offer in a sealed envelope to the address: Abay Avenue 10 "B", addressed to Aynura Meyirqyzy, leading specialist of the Cost Controlling and Fixed Assets Department of the Budgeting and Controlling Directorate of JSC "Nurbank", by 2:00 PM on May 2, 2018, at the address: Almaty, Abay Avenue 10 "b". To participate in the tender, the following documents must be provided:

Legal Documentation

1) Application to participate in the tender in the established form according to Appendix No. 4 to this letter in Kazakh/Russian languages;

2) Notarized copies of the founding documents, certificate of registration/re-registration of the legal entity (Charter, certificate of registration for VAT);

3) Copies of the license (original for verification) for conducting state-licensed activities (if the purchased goods/works/services require licensing);

4) Notarized copy of the document identifying the authorized representative of the supplier;

5) Supplier's power of attorney to the authorized representative for participation in the Tender;

Financial Documentation

1) Completed questionnaires of the legal entity in accordance with the internal control rules for preventing money laundering and financing of terrorism in JSC "Nurbank";

2) Original certificate from the servicing bank confirming the banking details of the applicant, and the absence of overdue debts to the bank;

3) Copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;

4) Original certificate from the Tax Committee at the supplier's registration location on the absence of tax arrears;

5) Information on the availability of material and technical base;

6) Price proposal, including technical specifications, delivery terms, deadlines;

7) Copies of Corporate Income Tax Declarations for the 2 (two) years preceding the Tender. If there are losses in the tax accounting for the previous two years, the participant must provide justification for the price of the proposed goods/services (for purchases that subsequently become the subject of an international business transaction).

Other Documentation

At least 2 (two) copies of recommendations and reviews from banks that have previously collaborated with the supplier, containing assessments and characteristics of cooperation experience, including timeliness, completeness of obligations, and more;

The potential supplier bears all costs associated with the preparation and submission of its tender application, and JSC "Nurbank" and the tender commission are not liable or responsible for these expenses, regardless of the nature or outcome of the tender.

Note that JSC "Nurbank" has the right to cancel or postpone the tender by written notice to potential suppliers who have submitted tender applications, about the cancellation or rescheduling, indicating the new date. The potential supplier has the right to modify or withdraw its application before the final submission deadline for tender applications.
