Dear postal and courier service providers!
NurBank JSC announces an open tender for selecting a provider offering postal and courier services for the delivery of correspondence, parcels, and cargo across the cities of the Republic of Kazakhstan (including remote villages), for international destinations, and within the cities, and invites potential suppliers to participate in the open tender, which will be held on July 27, 2017, at 2:30 PM at the NurBank JSC building, at the address: Almaty, Abay Ave., 10 "B", office No. 310.
Document submission deadline is until July 26, 2017, 12:00 PM, at the address: Almaty, Abay Ave., 10 "B", office No. 204.
Eligible legal entities (potential service providers) must meet the following requirements at the time of the tender:
1) Possess professional competence and experience, have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service agreement;
2) Be solvent, not subject to liquidation, have no property under arrest, and not have its financial and business activities suspended in accordance with the legislation of the Republic of Kazakhstan;
3) Fulfill tax and other mandatory payment obligations to the budget at the time of application for participation in the tender and at the time of signing the service agreement;
To participate in the tender, the following documents must be submitted:
1. Completed table "List of Requirements for Postal and Courier Service Providers" per Appendix No.1 to this letter.
2. Legal documentation:
1) Tender participation application in the form established according to Appendix No.2 to this letter;
2) Notarized copies of founding documents, certificate of registration/re-registration of a legal entity (Charter, VAT registration certificate);
3) Original certificate from the Tax Committee at the place of registration of the potential provider indicating the absence of tax arrears;
4) Copies of licenses for conducting any state-licensed activities (if the procured goods/works/services require licensing);
5) Notarized copy of the document certifying the identity of the authorized representative of the supplier;
6) Supplier's power of attorney to the authorized person for participation in the Tender;
3. Financial documentation:
1) Pricing proposals;
2) Copies of the financial statements for the last 12 (twelve) months for legal entities or tax declarations for individual entrepreneurs;
3) Copies of recommendations and reviews by legal entities/individual entrepreneurs who have previously cooperated with the supplier, containing assessments and characteristics of the cooperation experience, including timeliness, completeness of obligations, etc. (if available);
4) Information on the availability of material and technical resources.
We note that the Bank's Tender Commission has the right not to disclose information related to the consideration, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.
NurBank JSC reserves the right to cancel or postpone the tender by notifying potential suppliers who have submitted tender applications about the cancellation or rescheduling with an indication of the new date.
A potential provider has the right to modify or withdraw their application before the final application submission deadline.
The tender will be conducted with the participation of an authorized representative of the potential service provider or without if the authorized representative will not participate in the tender.
