Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of software against targeted attacks and antivirus protection and spam filtering tools, and invites potential suppliers to participate in the open tender to be held on June 15, 2017, at 14:30 at the JSC "Nurbank" building, located at: 10 "B" Abay Avenue, office № 310, Almaty.

Document submission deadline: 14-06-2017, 12:00, at: 10 "B" Abay Avenue, office № 204, Almaty.
Eligible for the tender are legal entities (potential service providers) who, by the time of the tender, must meet the following requirements:

• possess professional competence and work experience, have the necessary financial, material, and labor resources to fulfill their obligations under the service contract;
• have no claims from JSC "Nurbank" on previously concluded contracts;
• be solvent, not subject to liquidation, have no asset seizure, and their financial and economic activities must not be suspended in accordance with the legislation of the Republic of Kazakhstan;
• fulfill their obligations for tax and other mandatory payments to the budget at the time of application for participation in the tender and at the time of concluding the service contract;
• provide documentary confirmation from the distributor for the right to sell hardware and software complexes and provide technical support in the territory of the Republic of Kazakhstan.

The technical specifications and description of the software products are provided in Appendix № 5.

Criteria for evaluating tender applications:

• compliance of the potential supplier with the above requirements;
• compliance of the tender application with the technical specifications of the tender documentation;
• proposed price;
• payment terms;
• delivery time of equipment.

To participate in the tender, it is necessary to provide the following document packages:
Package 1: Legal documentation
1) application for participation in the tender;
2) notarized copies of the constituent documents, certificate of registration/re-registration of a legal entity (Charter, registration certificate for VAT);
3) copies of licenses (original for verification) for conducting certain state-licensed activities (if the activities related to the procured goods/services are subject to licensing);
4) notarized copy of the identity document of the authorized person — representative of the supplier;
5) power of attorney of the supplier to the authorized person for participation in the Tender;

Package 2: Financial documentation

1) pricing proposals;
2) filled questionnaires of the legal entity according to the Internal Control Rules for counteracting the legalization (laundering) of proceeds of crime and the financing of terrorism in JSC "Nurbank";
3) original certificate from the servicing bank confirming the applicant's bank details, absence of overdue debt to the bank;
4) copies of financial statements for legal entities for one year, stamped by the legal entity, tax returns for individual entrepreneurs, stamped if available;
5) original tax committee certificate from the supplier's place of registration confirming the absence of tax debts;
6) copies of recommendations and reviews from legal entities/individual entrepreneurs who have previously cooperated with the supplier, containing assessments and characteristics of the cooperation experience, including timeliness, completeness of obligations, etc. (if available);
7) information on the availability of material and technical base;

Package 3: Other documentation

1) technical specifications, delivery terms, deadlines.
2) For potential suppliers, the presence of an authorization letter from the manufacturing companies:

• with supporting documents for the right to distribute software against targeted attacks and antivirus protection and spam filtering tools;
• with supporting documents for the right to distribute licensed software / provide technical support in the territory of the Republic of Kazakhstan.

3) The potential supplier's period of work in the market must be at least 2 years.
4) If available, provide recommendations for large successful projects in the territory of the Republic of Kazakhstan.
5) Delivery must be carried out in full and in one batch to the Customer's address.
6) The Potential Supplier bears all costs associated with the preparation and submission of its tender application, and the Bank and the tender commission are not responsible or liable for these costs, regardless of the nature and results of the tender.

On our part, we note that the Bank's Tender Commission is entitled not to disclose information related to the consideration, evaluation, and comparison of tender applications to potential service providers or any other person not officially participating in the consideration, evaluation, and comparison of tender applications.

JSC "Nurbank" is entitled to cancel or postpone the tender with written notification to potential suppliers who have submitted tender applications, about the cancellation or postponement of the tender, indicating the new date.

A potential supplier has the right to amend or withdraw its application until the final deadline for submitting tender applications.

The tender will be held with or without the participation of an authorized representative of the potential service provider if the authorized person does not participate in the tender.

The final deadline for submitting tender documentation is 12:00 on June 14, 2017.
