Appendix No.4. Selection Criteria

JSC "Nurbank" announces an open tender for the procurement of licenses for support of McAfee equipment and software for 3 years, and invites potential suppliers to participate in the open tender which will take place on October 6, 2016, at 14:30 at the JSC "Nurbank" building, located at Almaty, Abay Avenue, 10 "V", office №310.

Legal entities (potential service providers) are allowed to participate in the tender, who by the time of the tender must meet the following requirements:

possess professional competence and experience, and have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service contract;
have no claims from JSC "Nurbank" under previously concluded contracts;
be solvent, not be subject to liquidation, no arrest should be placed on the property, and the financial and economic activity should not be suspended according to the legislation of the Republic of Kazakhstan;
fulfill obligations to pay taxes and other mandatory budget payments at the time of application for participation in the tender and at the time of signing the service contract;

The technical specification and description of software products are provided in Appendix №5.

Tender application evaluation criteria:

compliance of the potential supplier with the above requirements;
compliance of the tender application with the technical specifications of the tender documentation;
proposed price;
payment terms;
equipment delivery timelines.

To participate in the tender, the following document packages must be provided:

Package 1: Legal Documentation

1) application for participation in the tender;
2) notarized copies of constituent documents, certificate of registration/reregistration of a legal entity (Charter, VAT registration certificate);
3) copies of licenses (original for verification) for conducting state-licensed activities (if the activities for purchased goods/works/services are subject to licensing);
4) notarized copy of the document confirming the identity of the authorized representative of the supplier;
5) power of attorney from the supplier to the authorized person to participate in the Tender;

Package 2: Financial Documentation

1) price proposals;
2) completed legal entity questionnaires according to internal control rules for countering money laundering and terrorism financing at JSC "Nurbank";
3) original bank reference confirming the bidder's bank details, absence of overdue debt to the bank;
4) copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs stamped if available;
5) original reference from the Tax Committee at the supplier's registration location confirming no tax arrears;
6) copies of recommendations and feedback from legal entities/individual entrepreneurs that previously collaborated with the supplier, containing evaluations and descriptions of the cooperation experience, including timeliness, completeness of obligations, etc. (if any);
7) information on the availability of material and technical resources;

Package 3: Other Documentation

1) technical specifications, service provision terms, timelines.
2) Provide recommendations for large successful projects in the Republic of Kazakhstan, if available.
3) Delivery must be made in full at the Customer's address.
4) The Potential Supplier bears all costs related to the preparation and submission of their tender application, and the Bank and the tender commission are not responsible for these costs, regardless of the nature and outcome of the tender.

Note that the Bank's Tender Commission reserves the right not to disclose information related to the examination, evaluation, and comparison of tender applications to potential service suppliers or any other person not officially involved in the examination, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with a written notification to potential suppliers who submitted tender applications, about the cancellation or rescheduling, indicating the new date of the tender.

A potential supplier has the right to modify or withdraw their application before the final deadline for submitting tender applications.

The tender will be held with the participation of an authorized representative of the potential service supplier, or without, if the authorized representative does not participate in the tender.
The final deadline for submission of tender documentation is 12:00 on October 6, 2016.
