Appendix No.4. Selection Criteria

Dear Ladies and Gentlemen!

JSC “Nurbank” announces an open tender for conducting the annual PCI DSS compliance audit and invites potential suppliers to participate in the open tender, which will be held on June 30, 2016, at 14:30 at the JSC “Nurbank” building, located at: 10A Abay Ave., Almaty, office #310.

The tender is open to legal entities (potential service providers) who at the time of the tender must meet the following criteria:

Possess professional competence and experience, have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service contract;
Have no claims from JSC “Nurbank” on previously concluded contracts;
Be solvent, not subject to liquidation, have no property seized, and whose financial and economic activities should not be suspended as per the legislation of the Republic of Kazakhstan;
Fulfill tax and other budgetary obligations at the time of application for participation in the tender and at the moment of concluding the service contract;

The technical specifications and service descriptions are provided in Appendix #5.

Tender evaluation criteria:

Compliance of the potential supplier with the above requirements;
Compliance of the tender application with the technical specifications of the tender documentation;
Proposed price;
Payment terms;

To participate in the tender, the following document packages must be submitted:

Package 1: Legal Documentation

1) application for participation in the tender;
2) notarized copies of founding documents, registration/re-registration certificate of the legal entity (Charter, certificate of VAT registration);
3) copies of the license (original for verification) for conducting state-licensed activities (if the activity related to the purchased goods/works/services requires licensing);
4) notarized copy of the identity document of the authorized representative of the supplier;
5) power of attorney from the supplier to the authorized person for participation in the Tender;

Package 2: Financial Documentation

1) price proposals;
2) completed legal entity questionnaires according to the Internal Control Rules to counter money laundering and terrorism financing at JSC “Nurbank”;
3) original certificate from the servicing bank confirming the bank details of the applicant and absence of overdue obligations to the bank;
4) copies of financial statements for legal entities for one year, certified with the legal entity’s seal, tax declarations for individual entrepreneurs, certified with a seal if available;
5) original certificate from the Tax Committee at the place of supplier registration about no tax debt;
6) copies of recommendations and reviews from legal entities/individual entrepreneurs who previously collaborated with the supplier, containing evaluations and characteristics of cooperation experience, including timeliness, completeness of obligations, etc. (if available);
7) information on the availability of material and technical base;

Package 3: Other Documentation

1) technical specifications, terms of service provision, timelines.

2) If available, provide recommendations from major successful projects within the Republic of Kazakhstan.

3) The delivery must be carried out once and completely at the customer's address.

4) The potential Supplier bears all expenses related to the preparation and submission of their tender application, and the Bank and the tender committee are not responsible and do not bear any obligation for these expenses, regardless of the nature of the tender and its results.

We note that the Bank’s Tender Committee has the right not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service providers or any person officially not involved in the process.

JSC “Nurbank” reserves the right to cancel or postpone the tender with a written notification to potential suppliers who submitted tender applications, specifying the new date of the tender.

A potential supplier has the right to amend or withdraw their application before the final submission deadline for tender applications.

The tender will be held either with the participation of the authorized representative of the potential service provider or without, if the authorized person does not participate in the tender.
The final deadline for submitting tender documentation is 12:00 on June 29, 2016.
