Appendix #4_Lot #3 Selection Criteria

Dear Ladies and Gentlemen!

Nurbank JSC announces an open tender for the procurement of equipment for producing HSM 9000 PIN envelopes and invites potential suppliers to participate in the open tender that will take place on 16 June 2016 at 14:30 at the Nurbank JSC building, located at: Almaty, Abay Ave., 10 "B", Room 310.

Legal entities (potential service providers) are eligible for the tender, provided they meet the following requirements by the date of the tender:

  • possess professional competence and work experience, have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service contract;
  • have no claims from Nurbank JSC on previously concluded contracts;
  • be solvent, not subject to liquidation, not have any seizure of assets, and their financial-economic activities should not be suspended in accordance with the legislation of the Republic of Kazakhstan;
  • fulfill their tax obligations and other mandatory payments to the budget at the time of application submission for the tender and at the time of signing the service contract;
  • documentary confirmation from the distributor for the right to sell hardware-software complexes and provide technical support in the territory of the Republic of Kazakhstan.

Technical specifications and product descriptions are provided in Appendix No. 5.

Criteria for evaluating tender bids:

  • compliance of the potential supplier with the above requirements;
  • compliance of the tender bid with the technical specifications of the tender documentation;
  • proposed price;
  • payment terms;
  • equipment delivery timelines.

To participate in the tender, the following document packages must be provided:
Package 1: Legal Documentation
1) tender participation application;
2) notarized copies of the founding documents, certificate of registration/re-registration of a legal entity (Charter, VAT registration certificate);

  • copies of licenses (original for verification) for any state-licensed activity (if the procurement items/services are subject to licensing);

4) notarized copy of the identity document of the authorized representative of the supplier;
5) power of attorney from the supplier to the authorized representative for participation in the Tender;

Package 2: Financial Documentation
1) pricing proposals;
2) completed legal entity questionnaires according to Nurbank JSC's Internal Control Rules for counteracting money laundering and terrorist financing;
3) original bank statement confirming the contestant’s bank details and absence of overdue debts to the bank;
4) copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;
5) original tax certificate from the supplier's place of registration confirming the absence of tax debts;
6) copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing assessments and characteristics of the collaboration experience, including timeliness, completeness of obligations, and more (if available);
7) information on the availability of a material-technical base;

Package 3: Miscellaneous Documentation
1) technical specifications, delivery terms, timelines.
2) For potential suppliers, the presence of an authorization letter from the manufacturer companies:

  • with documents confirming the right to distribute and provide warranty service for HSM 9000 equipment,
  • with documents confirming the right to distribute licensed software/technical support in the territory of the Republic of Kazakhstan.

3) Availability of a service center or service partner for warranty maintenance of the supplied equipment in Almaty or the regions to which the hardware-software complex is delivered. (provide information specifying the name, address, contact details).

  • The equipment must be supplied from the serial production line HSM 9000, tested at the manufacturer's factories. All components specified in the requirements must be included in the assembly.
  • The potential supplier must have been operating in the server and network equipment market for at least 2 years.
  • If available, provide recommendations on major successful projects within the territory of the Republic of Kazakhstan.
  • The delivery must be made all at once and in full to the Customer's address.
  • The Potential Supplier bears all costs associated with the preparation and submission of their tender bid, and the Bank and the tender committee neither answer nor bear obligation for these costs, regardless of the nature of the tender process and results.

From our side, we note that the Bank's Tender Committee has the right not to disclose information concerning the review, evaluation, and comparison of tender bids to potential service providers or any other person not formally involved in the review, evaluation, and comparison of tender bids.
Nurbank JSC reserves the right to cancel or postpone the tender with written notice to potential suppliers who submitted tender bids, concerning the cancellation or postponement with the indication of a new date for conducting.

The Potential Supplier has the right to modify or withdraw their bid before the final submission deadline of the tender bids.

The tender will be held with the participation of an authorized representative  of the potential service supplier or without it, if the authorized representative is not participating in the tender.
The final submission deadline for tender documentation is 12:00 PM on "15" June 2016.
