JSC "Nurbank" announces an open tender for the following lots:

Lot No. 1: Security monitoring and maintenance of security and fire alarm systems, automatic fire extinguishing, video surveillance, access control management for Nurbank facilities and invites potential suppliers to participate in the tender to be held at: Abay Avenue 10 V, 2nd floor, 210 conference room.

Tender type: open;

Start of bidding: April 23, 2015, 14:30, at: Almaty, Abay Avenue 10 "V"

End of bidding: April 23, 2015, 16:30, at: Almaty, Abay Avenue 10 "V"

Submission of proposals until: 17:00 on April 21, 2015.

Legal entities (potential service providers) who meet the following requirements at the time of the tender are allowed to participate:

• Possess the necessary financial, material, and labor resources to fulfill obligations according to the contract;
• Be solvent, not subject to liquidation, and not have their assets seized; their financial and business activities should not be suspended as per the legislation of the Republic of Kazakhstan;
• Fulfill their obligations for paying taxes and other mandatory payments to the budget at the time of application and contract conclusion;
• Lack of significant claims from JSC "Nurbank" under previously concluded contracts;
• Possess qualified personnel and a material-technical base allowing for uninterrupted functioning of security systems (security and fire alarm systems, video surveillance, access control systems, and automatic fire extinguishing) as per Appendix No. 2 to this announcement;
• Have a branch network (representations) within the Republic of Kazakhstan as per Appendix No. 3 to this announcement;
• Be in business for at least 2 years;
• The legal form of the enterprise should be a legal entity (LLP);
• Company registration and Head office in Almaty;

Criteria for evaluating tender applications:

• Compliance of the potential provider with the above requirements;
• Compliance of the tender application with technical specifications;
• Proposed price;
• Payment conditions;

To participate in the tender, the following document packages must be provided:

Package 1: Legal documentation

1) Application for participation in the tender in the established form, according to the Application (Appendix No.1 to this announcement) in Kazakh/Russian;

2) Notarized copies of founding documents, registration/re-registration certificates of the legal entity (Charter, VAT registration certificate);

3) Copies of licenses (original for verification) for conducting state-licensed activities if applicable;

4) Notarized copy of the identity document of the authorized representative of the supplier;

5) Power of attorney from the supplier to the authorized person for participation in the Tender;

Package 2: Financial documentation

1) Price proposals;

2) Completed legal entity questionnaires according to the Internal Control Rules to counteract money laundering and terrorist financing at JSC "Nurbank";

3) Original bank reference confirming the applicant's bank details and absence of overdue debt;

4) Copies of financial statements for one year for legal entities, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by seal if available;

5) Original tax committee certificate at the supplier's registration location confirming no tax debt;

6) Copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing evaluations and characteristics of cooperation experience including timeliness, completeness of obligations fulfillment, etc. (if available);

7) Information on the availability of material-technical base;

8) Information on registration on ETP (if available);

9) Copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. If there are losses in tax accounting for the previous two years, the participant must provide justification for the proposed goods/services price (for goods/works/services that are subsequently the subject of an international business transaction).

Package 3: Other documentation

• Provide information about the branch network according to Appendix No.3 (appointment order, address, contact details of the representative).
• If available, provide recommendations "Large successful projects in Kazakhstan".
• The potential Supplier bears all expenses related to preparation and submission of its tender application, and the Bank and tender committee do not assume liability for these expenses, regardless of the nature and results of the tender.

The Bank's Tender Committee reserves the right not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service suppliers or any other person not officially involved in these processes.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to the potential suppliers who submitted tender applications, indicating cancellation or new date. The potential supplier has the right to modify or withdraw its application before the final submission deadline.

The tender will be held with the participation of an authorized person of the potential service supplier or without if the authorized person does not participate in the tender.
