JSC "Nurbank" announces an open tender for the following lots:

Lot No. 1: armed physical security of the premises where JSC "Nurbank" is located;

Lot No. 2: security monitoring and maintenance of security and fire alarm systems, automatic fire extinguishing, video surveillance, access control management in the premises where JSC "Nurbank" is located, and invites potential service providers to participate in the tender, which will be held at the address: Almaty, Abay Ave. 10 B, 2nd floor, 210 conference room.

Type of tender: open

Start of trading: February 19, 2015, 14:30 hours, at the address: Almaty, Abay Avenue 10 "B"

End of trading: February 19, 2015, 16:30 hours, at the address: Almaty, Abay Avenue 10 "B"

Submission of proposals until: 10:00 February 18, 2015, at the address: Almaty, Abay Avenue 10 "B"

Legal entities (potential service providers) are allowed to participate in the tender, who at the time of the tender meet the following requirements:

• Possess the necessary financial, material, and labor resources to fulfill the obligations in accordance with the contract

• Be solvent, not subject to liquidation, no arrest should be imposed on its property, its financial and economic activities should not be suspended in accordance with the legislation of the Republic of Kazakhstan

• Fulfill their obligations to pay taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of concluding the procurement agreement

• No significant claims from JSC "Nurbank" on previously concluded agreements

• Availability of an insurance policy for compensation of possible material damage in the amount of not less than 300,000,000 (three hundred million) tenge, including liability to third parties within the framework of the provided services.

• Availability of a state license to provide armed physical security services on the territory of the Republic of Kazakhstan and compliance with the requirements specified in Appendix No. 1 to this announcement.

• Availability of uniforms, firearms, and special means for guards

• Availability of rapid response teams (RRT) for prompt arrival in case of an alarm in the premises where JSC "Nurbank" is located, in accordance with Appendix No. 2 to this announcement

• Availability of qualified personnel and material-technical base to ensure uninterrupted operation of security systems (security, fire and alarm systems, video surveillance, access control systems, and also automatic fire extinguishing) in the premises where JSC "Nurbank" is located, in accordance with Appendix No. 2 to this announcement;

• Availability of a branch network (representations) on the territory of the Republic of Kazakhstan, in accordance with Appendix No. 2 to this announcement;

• The service provider's experience in the market for at least 3 years

• The service provider's experience working with second-tier banks for at least 3 years

• Status - legal entity

• Registration and Head office of the potential service provider - Almaty

To participate in the tender, you must provide the following document packages:

Package 1: Legal Documentation

1) Application for participation in the tender in the established form, according to the Application (Appendix No. 3 to this announcement) to this announcement in Kazakh/Russian languages;
2) Notarized copies of the founding documents, certificate of registration/re-registration of a legal entity (Charter, certificate of registration for value-added tax);

• Copies of licenses (original for verification) for licensed activities;

4) Notarized copy of the document certifying the identity of the authorized person - the supplier's representative;
5) Power of attorney from the service provider to the authorized person for participation in the tender;

Package 2: Financial Documentation

1) Price proposals;
2) Filled application forms for a legal entity according to the Internal Control Rules for combating money laundering and terrorist financing in JSC "Nurbank";
3) Original reference from the servicing bank, confirming the bank details of the applicant, absence of overdue debts of the applicant to the bank;
4) Copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by the seal if available;
5) Original certificate from the Tax Committee at the place of registration of the supplier on the absence of debts on tax payments;
6) Copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing assessments and characteristics of cooperation experience including timeliness, completeness of obligations fulfillment, and more (if available);
7) Information about the availability of a material-technical base;
8) Availability of information on the registration of the applicant on ETP (if available);
9) Copies of Corporate Income Tax Declarations for the 2 (two) years preceding the Tender. In the case of losses in the tax accounting for the preceding two years, the participant must provide justification for the price of the proposed goods/services (for the purchase of goods/works/services that subsequently form the subject of an international business operation).

Package 3: Other Documentation

• Provide information on the availability of a branch network according to Appendix 2 to this announcement (appointment order, address, contact details of the representative).
• Provide recommendations for "Large successful projects on the territory of the Republic of Kazakhstan" if available.
• The Potential Supplier bears all expenses related to the preparation and submission of its tender application, and the Bank and the tender commission do not bear any responsibility for these expenses, regardless of the nature of the conduct and results of the tender.

We note that the Bank's Tender Commission has the right not to disclose information concerning the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with a written notification to potential suppliers who submitted tender applications about the cancellation or postponement, indicating a new date of conduct. The potential supplier has the right to change or withdraw its application before the final submission deadline of tender applications.

The tender will be conducted with the participation of an authorized representative of the potential service provider or without one if the authorized representative does not participate in the tender.
