Dear Ladies and Gentlemen,

JSC "Nurbank" announces an open tender for the procurement of equipment to upgrade two IBM Power 750 servers (model 8233-E8B), two additional storage shelves for the Storwize v7000 (model 2076–124), an HMC management console, and invites potential suppliers to participate in the tender, which will be held on May 29, 2014 at 4:00 PM at the building of JSC "Nurbank", located at: Abay Khan Avenue 51–53, 5th floor, large conference hall 500.

Tender type: open:

Start of tender: 29-05-2014 16:00, at the address: Abay Khan Avenue 51–53, 5th floor, large conference hall;

End of tender: 29-05-2014 18:00;

Submission deadline: 28-05-2014 12:00, at the address: Abay Khan Avenue 51–53;

Legal entities (potential service providers) are allowed to participate, who at the time of the tender must meet the following requirements:

• have professional competence and experience, possess necessary financial, material, and labor resources to fulfill obligations in accordance with the service agreement;
• have no claims from JSC “Nurbank” on previously concluded agreements;
• be solvent, not subject to liquidation, with no seizure on property, and no suspension of financial activities according to the laws of the Republic of Kazakhstan;
• fulfill tax obligations and other mandatory payments to the budget at the time of application for the tender and at the conclusion of the service agreement;

• documentary confirmation from "IBM" on the right to sell the purchased equipment and provide technical support in the territory of the Republic of Kazakhstan.

The technical specification and description of software products are provided in Appendix No. 1.

Criteria for evaluating tender applications:

• compliance of the potential supplier with the above requirements;
• adherence of the tender application to technical specifications;
• offered price;
• payment conditions;
• equipment delivery terms.

To participate in the tender, you must provide the following document packages:

Package 1: Legal documentation

1) application for participation in the tender in the prescribed form, according to Appendix No. 2 of this letter, in Kazakh/Russian languages;

2) notarized copies of incorporation documents, registration/re-registration certificate of the legal entity (Charter, VAT registration certificate);

3) copies of licenses (original for verification) for state-licensed activities, if the purchase involves licensed goods/services;

4) notarized copy of the identity document of the supplier's authorized representative;

5) power of attorney from the supplier for the authorized person to participate in the Tender;

Package 2: Financial documentation

1) price offers;

2) completed legal entity questionnaires according to internal control rules for counteracting money laundering and terrorism financing in JSC “Nurbank”;

3) original bank certificate confirming bank details of the applicant, absence of overdue debt to the bank;

4) copies of financial reports for legal entities for one year, sealed by the legal entity; tax declarations for individual entrepreneurs, sealed if available;

5) original certificate from the Tax Committee at the place of registration confirming no tax debt;

6) copies of recommendations and reviews from legal entities/individual entrepreneurs who previously worked with the supplier, containing evaluations and characteristics of cooperation, including timeliness and completeness (if available);

7) information on the availability of material and technical resources;

8) availability of Electronic Trading Platform (ETP) registration information (if available);

9) copies of Corporate Income Tax declarations for the 2 years preceding the Tender. If there are losses in tax accounting for the previous two years, the participant must justify the offered price of the goods/services (for purchases that are later the subject of an international business operation).

Package 3: Other documentation

1) technical specifications, delivery terms, deadlines. 

2) for potential suppliers, an authorization document from the manufacturer company:

• with documents confirming rights for distribution and warranty service of IBM server equipment,
• with documents confirming rights for software licensing/distribution and technical support,

in the territory of the Republic of Kazakhstan.

3) availability of a service center or service partner for the warranty maintenance of delivered equipment in Almaty or regions where server equipment will be delivered. (provide information with the name, address, contact details).

4) the equipment must be delivered from a series-production IBM server line, tested at the manufacturer's factories. All components specified in the task should be included in the assembly.

5) the potential supplier must have at least 2 years of experience in the server and network equipment market.

6) if available, provide recommendations for large successful projects in the Republic of Kazakhstan.

7) delivery should be carried out in full, at the Client's address.

8) the potential Supplier bears all costs related to the preparation and submission of the tender application, and the Bank and the tender committee are not responsible or liable for these costs, regardless of the conduct and results of the tender.

We note that the Bank's Tender Committee has the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or anyone not officially involved in the evaluation and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications, about the cancellation or rescheduling with a new date specified.

A potential supplier is allowed to modify or withdraw their application before the final deadline for tender submissions.

The tender will be held with the participation of an authorized representative of the potential service provider or without, if the authorized representative does not participate in the tender.
