Dear Ladies and Gentlemen!

JSC 'Nurbank' announces an open tender for the purchase of an IP-PBX for 150 subscribers, of which 30 operators will use a hardware SIP phone, and 120 operators will use a software SIP phone (softphone).

List of Lots:

1. Lot 1 — supply of an IP-PBX for 150 subscribers and 30 SIP phones, with mandatory technical support.

To participate in the tender, the following documents must be provided:

1) application for participation in the tender in the prescribed form, according to Appendix 1 to this letter in Kazakh/Russian languages;

2) notarized copies of founding documents, registration/re-registration certificate of the legal entity;

(Charter, certificate of registration for VAT);

3) documents confirming the supplier's rights to sell PBXs in the territory of the Republic of Kazakhstan;

4) original certificate from the bank servicing the applicant, confirming the banking details of the bidder, and the absence of overdue debts of the bidder to the bank,

5) a copy of the financial statements for legal entities for one year, sealed by the legal entity, tax declarations for individual entrepreneurs, sealed if available;

6) original certificate from the Tax Committee at the supplier's registration location, confirming the absence of tax debts;

7) copies of recommendations and feedback from legal entities/individual entrepreneurs who have previously cooperated with the supplier, containing assessments and characteristics of the cooperation experience including timeliness, completeness of obligations, and more (if available);

8) information about the availability of material and technical base (if available);

9) notarized copy of the document certifying the identity of the authorized person — supplier representative;

10) supplier's power of attorney to the authorized person for participation in the tender;

11) price proposals;

12) delivery conditions, terms, cost of technical support, warranty/post-warranty service.

The supplier may participate in the tender if:

1. The proposed equipment complies with the Technical Assignment for the design, supply, and implementation of the communication system for JSC 'Nurbank', provided by JSC 'Nurbank'

2. Has the necessary financial, material, and labor resources to fulfill obligations under the supply contract;

3. Has no claims from JSC 'Nurbank' for unfulfilled obligations under previously concluded contracts;

4. Is solvent, not subject to liquidation, no arrest on its property, its financial and economic activity should not be suspended under the established legislation of the Republic of Kazakhstan;

5. Fulfills its obligations for tax payments and other mandatory payments to the budget at the time of submission of the application for tender participation and at the time of contract conclusion;

6. Has at least one service center or service partner for warranty service of the equipment in Almaty (provide information with name, address, contact details).

7. The potential supplier bears all expenses associated with preparing and submitting its bid, and JSC 'Nurbank' does not answer or bear obligations for these expenses, regardless of the nature and results of the tender.

8. The potential supplier must be an officially authorized partner of the equipment manufacturer.

9. The potential supplier must be an officially authorized service partner of the equipment manufacturer.

10. The potential supplier's experience in the telephone equipment supply market must be at least 3 years.

Additional conditions, the supplier is obliged to:

1. Supply the purchased IP-PBX for 150 subscribers and 30 SIP phones with licenses for PBX software at an attractive equipment price, further technical support, and warranty service;

2. Supply the purchased equipment in minimal time according to DDP delivery terms to the JSC 'Nurbank' warehouse in Almaty;

3. Conduct free training for two Bank employees on working with PBX;

4. Provide the cost of annual technical support for the equipment for periods of 1-3-5 years. The cost of annual technical support should not change during the selected period;

5. Ensure free warranty service for the PBX for a period of at least 1 year from the moment of delivery (preferably up to 3 years).

Representatives of potential suppliers can attend the envelope opening for bids, provided their powers are confirmed.
