The Criminal Code of the Republic of Kazakhstan has been amended by the Law of the Republic of Kazakhstan dated July 16, 2025, "On amendments and additions to certain legislative acts of the Republic of Kazakhstan on issues of optimizing the criminal legis

The Criminal Code of the Republic of Kazakhstan has been supplemented by Article 232-1 (effective from September 16, 2025), which establishes liability for citizens for illegal provision, transfer, and acquisition of access to a bank account, payment instrument, or identification means, as well as illegal execution of payments and/or money transfers.

What is considered a violation

The following are prohibited:

  • Transferring your bank card, account details, internet banking logins, and passwords to third parties
  • Buying or selling access to someone else's account or payment card
  • Illegally using someone else's data to make payments or transfer money

Why it matters

Such actions are often used by fraudsters for money laundering or other illegal operations. Even if the owner of the payment card "just gave it to a friend" or "sold it for side income," it can be considered participation in illegal schemes.

What are the consequences

For violating the new article, the following penalties are possible:

  • Fine
  • Restriction of freedom
  • Imprisonment — depending on the severity and circumstances

How to protect yourself

  • Never transfer your payment card, PIN code, or internet banking access to third parties
  • Do not agree to offers to earn money by using your account — it could be fraud
  • At the slightest suspicion of illegal operations, immediately contact your bank branch or law enforcement authorities in your city

Conclusion: even if it seems that there's "nothing serious" in transferring your payment card, the law now equates this to a serious offense. Protect your data and don't risk your freedom.
