Another Bank in Kazakhstan to Return State Aid

Nurbank, controlled by Kazakhstani businessman Eldar Sarsenov, will return 4.5 billion tenge to the state. The bank will repurchase bonds that were issued under the program to enhance the financial stability of the banking sector. This is stated in the bank's announcement.

The bank will prematurely repurchase and pay coupon remuneration on subordinated coupon bonds of the Bank ISIN KZ2C00006070 with the trading code NRBNb16, amounting to 4.5 million units with a nominal value of 1,000 tenge and an interest rate of 4% per annum. Nurbank will still owe the state 42.3 billion tenge.

According to National Bank statistics, Nurbank posted a net profit of 11.3 billion tenge for the nine months of 2025. It ranks 15th among 23 financial institutions in Kazakhstan's banking sector by assets, with an indicator of 549.5 billion tenge. Its loan portfolio stands at 362.5 billion tenge, with liabilities at 473.8 billion tenge. Individual deposits total 158.5 billion tenge, and corporate deposits 229.6 billion tenge. Equity capital amounts to 75.6 billion tenge.

Kazakhstani businessman Eldar Sarsenov ranks 39th in Forbes' list of the most influential businessmen in Kazakhstan. He owns JP Finance Group LLP, which holds 77.88% of Nurbank shares. Other shareholders include JA COLLECTION COMPANY LLP with 5.97% and Marko Blanusha with 9.98%.

The program to enhance the financial resilience of the banking sector was launched in 2017 as a government initiative aimed at stabilizing and strengthening the country's banking system. It was launched in the context of financial crises to prevent further deterioration in major banks, protect depositor and business funds, and boost overall confidence in the financial sector.

As of March 7, 2025, it was reported that five Kazakhstani banks owed the state 1.4 trillion tenge. Halyk Bank had fully returned the state aid. It was also recently reported that Vladimir Kim's Bank RBK will prematurely return the entire state aid.
