Localization of advanced technologies and increasing the share of Kazakh content in major national projects is the foundation for industrial sovereignty. It is especially important to strengthen the presence of Kazakh producers in strategically sensitive areas vulnerable to imports. For instance, the oil and gas industry has historically been quite reliant on external partners. LLP "New Pipe Technologies" from the city of Aktau is a vivid example of striving to minimize such dependence by transferring the most modern technologies in the field of pipe production for the oil and gas industry to Kazakhstan. More on how the company managed to establish comprehensive production and become a significant partner for industry giants within a relatively short period in a conversation with Iskak Urisbayev, director of LLP "New Pipe Technologies".
How to Protect National Heritage
According to the Bureau of National Statistics, the volume of crude oil production in 2025 increased by 5.5% to 86.7 million tons. The continuously increasing number of projects in the oil and gas sector requires uninterrupted supply of all necessary infrastructure. Localizing production and reducing the oil and gas sector's dependence on imports, and therefore on factors of uncertain tonality (foreign market conditions, logistical circumstances), is a task at the level of ensuring state security. Establishing production within Kazakhstan fosters sustainable links between local enterprises in related fields and is generally a driver of the development of the related industrial sector. "New Pipe Technologies" specializes in the production of pipe products for the oil and gas industry. The enterprise operates four production workshops that cover major demand positions, allowing the production of products ranging from standard steel pipes with anti-corrosion coatings to advanced flexible polymer-reinforced pipes. The latter are used by organizations such as Dunga Operating GmbH, JSC "Ozenmunaigas", CNPC, Saudi Aramco, and other leading companies associated with the oil and gas sector.
"I note that our enterprise was the first in Kazakhstan to master industrial production of flexible polymer-reinforced pipes of various diameters and working pressures. We also produce tubing, casing pipes, steel pipes with single, double, and triple-layer polyethylene coatings on the outside, as well as steel pipes with internal anti-corrosion coatings," says Iskak Urisbayev.
This range is used in the construction of field pipelines, reservoir pressure maintenance systems, water pipelines, oil collection networks, and technological pipelines. If necessary, some positions can be used in utilities and infrastructure construction. Key components of the company's strategy are increasing the share of Kazakh content in national mining projects, gradual import substitution, and creating jobs with mandatory involvement of residents of the Mangystau region. Over 160 jobs were created after the enterprise was launched. The company is one of the key taxpayers in the region.
Collaboration with Major Oil and Gas Sector Players
Today, the plant's products are supplied to the largest oil and gas companies in Kazakhstan, including JSC "Ozenmunaigas", JSC "Mangistaumunaigas", JSC "Embamunaigas", JSC "Karazhanbasmunai", enterprises of the JSC NC "KazMunayGas" group, as well as various oil service companies.
Besides manufacturing, the company has strong expertise as well. "We go beyond production activities. Our services also include pilot-industrial testing, supervision, and technical support at customer sites," shares Iskak Urisbayev. Specialists regularly visit foreign enterprises, participate in international exhibitions, in acceptance tests of equipment, and implement advanced global technologies in production. "Our main advantage is comprehensiveness. Today in Kazakhstan, there are virtually no enterprises that simultaneously produce flexible polymer-reinforced pipes, steel pipes with exterior and interior anti-corrosion coatings, and also develop their own production of tubing and casing pipes," adds Iskak Urisbayev.
The company cooperates with leading global raw material and equipment manufacturers, including major enterprises from China and Russia. At the same time, the company maximizes the opportunities of domestic producers where possible. For instance, LLP "VMP-Kazakhstan" (Astana) supplies anti-corrosion and protective compounds.

The company operates within an integrated management system that complies with international standards ISO 9001, ISO 14001, ISO 45001. The production of pipe products is carried out in accordance with national and international standards, including ST RK, GOST, ISO, and API. Environmental safety of the production process is one of the company's priorities.
"We reduce waste generation, implement systems for rational material use and continuously improve production processes to reduce environmental impact. All our products contribute to extending the lifespan of pipelines, thus reducing environmental risks during the operation of oil and gas facilities," notes the speaker.
