Nurbank JSC announces an open tender for the procurement of services for posting advertising and informational materials on the Internet regarding money transfers for individuals and invites potential suppliers to participate in the tender.

Start of Trading: at 2:30 PM, March 14, 2024
Submission of Proposals: by 10:00 AM on March 12, 2024, at the address: 10B Abay Ave., Office 204 (Clerical), Almaty.
LOT LIST:
Lot 1: Procurement of services for posting on the Internet (Google, Yandex, Facebook, Instagram, MyTarget)advertising and informational materials regarding money transfers for individuals to ensure targeted actions in the sections on money transfers for individuals on the internet resource nurbank.kz:
KPI: targeted actions on the internet resource nurbank.kz in the sections on money transfers, obtained from transitions from advertising and informational materials regarding money transfers for individuals posted on the Internet.
Period: April - December 2024 inclusive.
Budget: not more than 14,000,000 tenge for the entire period, including account budgets with VAT and supplier remuneration with VAT or without VAT for non-VAT payers.
Geography: Republic of Kazakhstan
Target Audience: women and men aged 18-55
Objectives: attract users to click on the advertising of money transfers on the internet resource nurbank.kz to familiarize with the terms of transfers, increase brand recognition.
Tools: search and contextual advertising on Google and Yandex, social media advertising - Facebook, Instagram, MyTarget
Advertising and informational materials (banners) are provided by Nurbank JSC.
Mandatory Payment Terms:
Supplier's commission is paid as follows:
1) Upon achieving KPI, 100% of the cost of advertising placement services on the Internet is paid to the supplier.
2) Upon achieving KPI from 85% to 99%, 85% of the cost of advertising placement services on the Internet is paid to the supplier.
3) Upon achieving KPI from 50% to 84%, 40% of the cost of advertising placement services on the Internet is paid to the supplier.
4) If KPI achieves less than 50%, the cost of advertising placement services on the Internet is not paid.
Payment terms: monthly post-payment based on the fact for the reporting period (month) after signing the Act of Completed Works (Services Rendered) by the Parties for the reporting period.
Recalculation of service costs in case of not achieving the KPI occurs at the end of the entire placement period of the advertising campaign. In case the cost of supplier services, taking into account the application of percentage gradation for non-fulfillment of KPI, turns out to be less than the amount paid by the Bank at the time of final settlement, the supplier undertakes to return the recalculated amount to the Bank within 10 (ten) calendar days from the date of signing the Act of Completed Works (Services Rendered).
Main Supplier Requirements
1) The supplier must be a legal entity/individual entrepreneur.
2) Have the necessary financial, material, and labor resources to fulfill obligations under the contract.
3) Be solvent, not subject to liquidation, and without property seizure or suspension of financial and economic activities according to the legislation of the Republic of Kazakhstan.
4) The supplier and its first head/founder should not have outstanding tax debts at the time of the tender.
5) Absence of substantial claims from Nurbank JSC regarding previously concluded contracts.
6) The supplier must be registered in the Republic of Kazakhstan.
7) Supplier's consent to payment under the Contract through a bank account opened in Nurbank JSC.
8) Experience in placing advertising and informational materials on the Internet with< KPI in the form of processed applications on customer internet resources (lead generation) for at least 3 years.
9) Availability of certified employees with providing Google, Yandex certificates.
Tender Application Evaluation Criteria:
1) Cost of 1 targeted action on the internet resource nurbank.kz in the sections on money transfers, received from a click on an advertising and informational material regarding money transfers for individuals, posted on the Internet (Google, Yandex, Facebook, Instagram, MyTarget), including supplier remuneration with or without VAT for non-VAT payers.
2) Supplier must be a legal entity/individual entrepreneur.
3) Possess professional competence and work experience, have the necessary financial, material, and labor resources to fulfill obligations under the contract.
4) Be solvent, not subject to liquidation, and without property seizure or suspension of financial and economic activities according to the legislation of the Republic of Kazakhstan.
5) Absence of claims from Nurbank JSC regarding previously concluded contracts.
6) Supplier must be registered in the Republic of Kazakhstan.
7) Supplier's consent to payment under the Contract through a bank account opened in Nurbank JSC.
8) Positive experience conducting online advertising campaigns with thank-you letters from organizations, or positive experience working with Nurbank JSC.
9) Experience in placing advertising and informational materials on the Internet with< KPI in the form of processed applications on customer internet resources (lead generation).
10) The potential supplier bears all expenses related to the preparation and submission of its tender application, and Nurbank JSC and the tender commission do not bear responsibility or obligations for these expenses, regardless of the nature and results of the tender.
11) Payment terms:
Monthly post-payment based on the fact for the reporting period (month) after signing the Act of Completed Works (Services Rendered) by the Parties for the reporting period.
Documents Required for Tender Participation:
Legal Documentation:
1) An application for tender participation in the prescribed form, according to Appendix 1 to this letter, in Kazakh/Russian languages;
2) Copies of the founding documents, certificate of registration/re-registration of the legal entity (Charter, VAT registration certificate);
3) A copy of the identity document of the authorized representative of the supplier;
4) Supplier's power of attorney to the authorized person for tender participation;
5) Decision of the authorized body of the legal entity on the election (appointment) of the executive body (head).
Financial Documentation:
1) Pricing proposals;
2) Original bank statement confirming the banking details of the applicant, and the absence of overdue debt of the applicant to the bank;
3) Copies of financial statements for legal entities for one year, certified by the seal of the legal entity;
4) Original tax committee statement at the place of registration of the supplier or electronic extract on the presence/absence of tax arrears;
5) Copies of recommendations and reviews from legal entities/individual entrepreneurs who have previously cooperated with the supplier, containing assessments and characteristics of cooperation experience including timeliness, completeness, and others (if available);
6) Copies of Corporate Income Tax Declarations for 2 (two) years preceding the tender. In the presence of losses in tax accounting for the previous two years, the participant must provide a substantiation of the price of the offered goods/services (for activities that are subsequently the subject of international business operations);
7) Confirmation of consent to execute payments under the Contract through a bank account opened in Nurbank JSC.
The potential supplier bears all expenses related to the preparation and submission of its tender application, and the Bank and the tender commission do not bear responsibility or obligations for these expenses, regardless of the nature and results of the tender.
On our part, we note that Nurbank JSC reserves the right to cancel or postpone the tender with written notification to the potential suppliers who submitted tender applications about the cancellation of the tender or postponement with indication of the new date.
The potential supplier has the right to modify or withdraw its application before the deadline for submitting tender applications.
The tender will be held with the participation of the authorized representative of the potential service provider or without such, if the authorized person does not participate in the tender.
Final Deadline for Tender Documentation Submission is 10:00 AM on March 12, 2024. Documents must be submitted in a sealed envelope (with contact details on the envelope) to the Bank's clerical office at the address: 10B Abay Ave., Office 204, Almaty.
