Dear Ladies and Gentlemen!
JSC "Nurbank" announces an open tender for the procurement of software for automating the calculation of ratings for legal entities, and invites potential suppliers to participate in the open tender to be held on February 22, 2024 at the JSC "Nurbank" building, located at Almaty, Abay Ave., 10 "V", office No. 310.
Document submission deadline: February 21, 2024, 12:00 PM, at the address: Almaty, Abay Ave., 10 "V", chancery, office No. 204
Legal entities (potential service providers) are allowed to participate in the tender if, at the time of the tender, they meet the following requirements:
- possession of professional competence and experience, having the necessary financial, material, and labor resources to fulfill obligations according to the service contract;
- absence of any claims from JSC "Nurbank" regarding previously concluded contracts;
- being solvent, not subject to liquidation, with no arrest on its assets, and no suspension of its financial and business activities according to the legislation of the Republic of Kazakhstan;
- fulfilling their obligations for paying taxes and other mandatory budget payments at the time of application submission for the tender and at the time of concluding the service contract.
The technical specifications and software descriptions are provided in Appendix No. 5.
Criteria for evaluating tender applications:
- compliance of the potential supplier with the above requirements;
- compliance of the tender application with the technical specifications of the tender documentation;
- proposed price;
- payment terms;
- delivery terms of licenses.
To participate in the tender, the following document packages are required:
Package 1: Legal documentation
1) application for participation in the tender;
2) copies of incorporation documents, certificate of registration/re-registration of a legal entity (Charter, VAT registration certificate);
3) copies of licenses (original for verification) for conducting state-licensed activities (if the activities for the procured goods/works/services are subject to licensing);
4) a copy of the identity document of the authorized representative of the supplier;
5) power of attorney from the supplier empowering the representative to participate in the Tender.
Package 2: Financial documentation
1) price proposals (1,3 years);
2) original certificate from the servicing bank confirming the applicant's banking details and absence of overdue debt to the bank;
3) copies of financial statements for one year for legal entities, certified by the stamp of the legal entity, and tax declarations for individual entrepreneurs, certified by a stamp if available;
4) original certificate from the Tax Committee at the place of registration of the supplier on the absence of tax payment arrears;
5) information on the availability of material and technical base;
6) confirmation of the agreement to make settlements upon delivery through a bank account in JSC "Nurbank".
Package 3: Other documentation
1) technical specifications, delivery terms, deadlines.
2) the potential supplier's period of market presence of at least 2 years.
3) the potential Supplier bears all expenses related to the preparation and submission of its tender application, and the Bank and the tender commission are not responsible for these expenses, irrespective of the nature of the tender and its results.
We note that the Bank's Tender Commission is entitled not to disclose information concerning the review, evaluation, and comparison of tender applications to potential service providers or any person not officially involved in this process.
JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications, about the cancellation or postponement, indicating the new date for its conduction.
A potential supplier has the right to modify or withdraw its application before the deadline for submission of tender applications.
The tender will be conducted with the participation of an authorized representative of the potential service provider or without such if the authorized representative does not participate in the tender.
