JSC "Nurbank" (hereinafter referred to as the Bank) announces the holding of an open tender for acquiring consultancy services for the Bank's ESG transformation measures, and invites potential suppliers to participate in the open tender, which will take place on February 08, 2024 at the building of JSC "Nurbank", located at: Almaty, Abay Ave., 10 "B", office No. 310.
Document collection until: 07.02.2024 12:00h, at the address: Almaty, Abay Ave., 10 "B", office No. 204.
Legal entities (potential service providers) are allowed to participate in the tender, which by the time of the tender must meet the following requirements:
1) having experience in supporting the process of obtaining S&P Global CSA scoring;
2) having at least 1 employee with a certificate from GRI, preferably obtained not earlier than 2022;
3) having at least 2 employees with certificates of attending training in the field of ESG from international financial organizations (EBRD, International Finance Corporation);
4) having experience in preparing a sustainability report (using GRI standards version 2021) for at least two companies operating in the Republic of Kazakhstan.
Upcoming procurement description:
1) Provide a list of material topics for a non-financial report;
2) Form a statistical list for non-financial reporting;
3) Assist in joining the UN Global Compact;
4) Develop basic corporate ESG documents and consolidate internal ESG statistics;
5) Conduct an annual assessment/inventory of greenhouse gas emissions;
6) Prepare an annual public non-financial sustainability report;
7) Establish ESG management systems at the executive level;
8) Assist in reforming the Bank's corporate website;
9) Assist in structuring the Board of Directors
10) Provide a list of exclusions for financing;
11) Calculate climate risks;
12) Formulate strategic KPIs for non-financial/ESG indicators;
13) Conduct regular employee engagement level measurements;
14) Conduct ESG training and capacity building for employees;
15) Conduct ESG training for Board Members;
16) Develop a climate strategy for the years 2025–2030;
17) Assist in obtaining an international ESG rating.
Tender evaluation criteria:
1) compliance of the potential supplier with the above requirements;
2) offered price;
3) payment terms;
4) service delivery timelines.
For participation in the tender, the following document packages are required:
Package 1: Legal documentation
1) application for tender participation;
2) copies of founding documents, certificate of registration/re-registration of a legal entity (Charter, VAT registration certificate);
3) copies of licenses (original for verification) for conducting state-licensed activities (if the activities for purchased goods/works/services are subject to licensing);
4) copy of identification document of the authorized representative of the supplier;
5) supplier's power of attorney for the authorized person to participate in the Tender.
Package 2: Financial documentation
1) price proposal for 1 year;
2) original bank statement confirming the bank details of the applicant, absence of overdue debt of the applicant to the bank;
3) copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;
4) original certificate from the Tax Committee at the supplier’s registration address confirming no tax debt;
5) information on the availability of material and technical base;
6) confirmation of agreement to conduct settlements for supply through a bank account at JSC "Nurbank".
Package 3: Other documentation
The potential Supplier bears all costs related to the preparation and submission of their tender application, and the Bank and the tender commission are not responsible or liable for these expenses, regardless of the nature of the conduct and results of the tender.
It should be noted that the Bank's Tender Commission is entitled not to disclose information related to the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.
JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who have submitted tender applications, about the cancellation or postponement with the indication of the new date of the tender.
Potential suppliers have the right to alter or withdraw their application before the final deadline for submission of tender applications.
The tender will take place with the participation of an authorized representative of the potential service supplier or without such, if the authorized person does not participate in the tender.
